<br />I <br /> <br />I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice thereof a special meeting of the New Brighton <br />City Council was held Thursday, December 6, 1979 at 7:30 P.M. in <br />the municipal building, 803 5th Avenue N.W. New Brighton, <br />Minnesota. <br /> <br />Present: Mayor James Senden, Councilmembers Bob Benke, <br />Roger Blomquist, Jeanette Janecek, Fritz Werdouschegg <br /> <br />Also <br />Present: Dennis S. Zylla, City Manager <br />James F. Winkels, Director of Community Development <br />John Bannigan, Assistant City Attorney <br /> <br />The Mayor stated that the purpose of this meeting was to receive <br />development proposals for the downtown, and in particular to hear <br />a proposal from the Beggin Company. <br /> <br />Mr. Walt Beggin briefly reviewed a proposal to construct a geodesic <br />dome sports facility on the block bounded by 5th Avenue, 10th <br />Street, 6th Avenue and 9th Street. <br /> <br />Mr. Glen Beggin reviewed in depth the concept proposal for: the <br />proposed dome sports facility. Mr. Beggin reviewed the proposed <br />site, building type, potential users and parking situation. <br />Mr. Beggin stated that tax exempt Industrial Revenue bonds were <br />proposed to finance the whole $1.7 million project cost. <br /> <br />Mr. Tom Turcotte, 2201 Pinewood Drive, Mounds View, stated he would <br />be a tenant of the dome and was in support of the proposal. <br /> <br />Mary Theresa, representing the Food Co-op, stated the Food Co-op <br />had some concerns for the project but could see some benefit. <br /> <br />Harold Foley, Foley Finance, questioned how the project was to be <br />financed. <br /> <br />Gladys Walbon stated she felt this was a good proposal but question- <br />ed whether the site was suitable. <br /> <br />Duane Waldoch stated he favored the project. <br /> <br />Peter Haro, 1080 2nd Street N.E., said he favored the proposal. <br /> <br />John Knief, area resident, said he felt the proposal would be in <br />conflict with the area and was opposed. <br /> <br />Larry Karlen, president New Brighton Business Association, stated <br />the North Suburban Chamber of Commerce would support the proposal <br />but that they felt this area not the most appropriate site. <br />
