QQ-007

CITY OF NEW BRIGHTON
COUNTY OF RAMSEY
STATE OF MINNESOTA

A RESOLUTION APPROVING APPLICATION TO RAMSEY COUNTY FOR A COMMUNITY
DEVELOPMENT BLOCK GRANT TO PROVIDE FINANCIAL INCENTIVES TO MUL TI-
FAMILY PROPERTIES WHICH ACHIEVE CRIME-FREE HOUSING CERTIFICATION

WHEREAS the City of MoundsView and the City of New Brighton assist in the coordination of the
MoundsView-New Brighton Property Managers Coalition. One of the many functions
of this group includes the promotion of Crime-Free Multi-Housing Certification for
certain properties; and

WHEREAS properties receive Crime-Free Certification when they have completed three specific
phases including I )training, 2)crime prevention modifications to the buildings and
grounds, and 3)a block club or complex party; and

WHEREAS the second phase of the certification process often requires specific improvements to the
buildings and grounds, which are sometimes expensive and delays the property from
achieving Crime-Free Certification. The grant would be used to offset the financial
burden that is incurred during the second phase improvements; and

WHEREAS to-date only four properties have completed all three phases of Crime-Free Multi-
Housing Certification within the two cities, three of which are located in New Brighton;
and

WHEREAS it is intended that assistance be provided to property owners for the purposes of
achieving Crime-Free Certification without causing rent increases onto the low and
moderate income tenants of the properties as part of making the required improvements.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of New Brighton,
Minnesota, hereby approves application to Ramsey County for a Community Development Block Grant
to provide funds to multi-family properties for the purposes of offsetting infrastructure expenses incurred
in the process of achieving Crime-Free Multi-Housing Certification.

Adopted this 9th day of February.

,1999

CITY OF NEW BRIGHTON

~
. < ~"
Robert J.
