RESOLUTION NO. <br />12-014 <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br />A RESOLUTION SUPPORTING THE CONSTRUCTION OF A NEW MINNESOTA <br />VIKINGS STADIUM IN ARDEN HILLS <br />WHEREAS, the New Brighton City Council recognizes the social and economic value of <br />he Minnesota Vikings Football Team to the State of Minnesota; and, <br />WHEREAS; a proposal has been put forth by the Minnesota Vikings and Ramsey County <br />p construct a new multi-purpose stadium in Arden Hills on the site of the former Twin Cities <br />army Ammunition Plant (TCAAP); and, <br />WHEREAS; private development and redevelopment of nearby properties, both on the <br />site and across the northern suburbs will generate new jobs and ongoing positive <br />iic impacts for the region; and, <br />WHEREAS; much needed transportation infrastructure improvements would be a part of <br />project; and, <br />WHEREAS; the redevelopment of the TCAAP site has been an important priority for <br />n metro communities for decades; and, <br />WHEREAS; as the local partner, Ramsey County has proposed the imposition of a 0.5% <br />wide sales tax or a 3% food and beverage tax to help fund the development; and, <br />NOW, THEREFORE, BE IT RESOLVED that the New Brighton City Council supports <br />construction of a new Vikings stadium in Arden Hills, subject to the following conditions: <br />1. The Minnesota Vikings are a state-wide amenity and any public subsidy approved <br />in support of a stadium development should reflect this. <br />2. Should a local option sales tax be considered, the residents of Ramsey County <br />shall be provided the ability to vote on the proposed sales tax by a referendum <br />vote. <br />3. Traffic noise on I -35W and Trunk Highway 10 will increase as a result of this <br />project, and as such, MnDOT needs to erect a sound wall (noise barrier) sufficient <br />to protect the health, safety and well being of New Brighton residents. <br />4. The City strongly opposes any potential expansion of Anoka County airport <br />runway length or intensification of airport designation that may result from a <br />stadium development. <br />
