PLANNING COMMISSION PROCEEDINGS <br />Regular Meeting —August 18, 2015 7:00 p.m. <br />Present: Acting Chair Erin Nichols-Matkaiti, Commissioners Saeed Bihi, Steve Danger, Marvin Deick, Susan <br />Erickson, and Verne McPherson <br />Absent: Chairperson Bruce Howard <br />Also Present: Janice Gundlach- Assistant Director of Community Assets & Development/Planning Director, <br />and Paul Jacobsen-Councilmember <br />Agenda Review: There were no changes to the agenda. <br />Minutes from June 16, 2015: <br />Motion by Commissioner Danger, seconded by Commissioner Erickson, to approve the June 16, 2015 <br />meeting minutes as presented. <br />Approved 6-0. <br />Worksession Minutes from June 16, 2015: <br />Acting Chair Nichols-Matkaiti requested that the minutes be amended to reflect she was not in attendance at <br />this meeting. <br />Motion by Commissioner Erickson, seconded by Commissioner McPherson, to approve the June 16, 2015 <br />worksession meeting minutes as amended <br />Approved 6-0. <br />Council Action: Councilmember Jacobsen provided an update on the events that took place during Stockyard <br />Days and was pleased with the success of National Night Out. He reported the Council approved a Master <br />Service Agreement with Barr Engineering for pilot testing of the City's water supply. He noted the Council <br />updated the City's liquor code which would now allow for the sale of growlers on Sundays. He provided <br />further comment on taprooms and microbreweries. <br />Public Hearing: <br />(A) Micah and Chiemi Bly request a Variance to construct a 235 SF third -story to the existing <br />home at 1509 28th AVE NW when only two and a half stories is normally allowed. <br />Planning Director Janice Gundlach reported the applicant has requested a Variance to allow construction of a <br />third story when two and a half stories is normally allowed. The existing home is located at 1509 28th AVE <br />NW and is a modified two story, with look out windows in the front and a walk -out in the rear. Because less <br />than 50% of the perimeter of the home is buried below grade, the lowest level of the home is considered a story. <br />Thus, the proposed addition above the main floor and lowest floor constitutes a third story. The size of the third <br />story is minimal at 236 SF, but also includes a deck measuring 7'5" x 16'8". Included in the overall scope of <br />
