CITY OF NEW BRIGHTON <br />WHEREAS Dean Lotter joined the City of New Brighton on February 1, 2007 and at 12 years, 9 months and 26 days of service, has <br />the longest tenure of any City Manager since the City started tracking this in 1950; and, <br />WHEREAS Dean is proud of the professional and effective team he has assembled over the years; and <br />WHEREAS Through his team, Dean has helped the City implement and adhere to long-term financial management plans that keep the <br />City financially healthy and increased its bond rating to AA+. Dean has implemented a debt -free streets plan and a cash <br />funded fleet / non -fleet program, facilitated the update of the City's financial software and worked with the City Council <br />to keep services high while keeping taxes per capita below that of comparable cities; and, <br />WHEREAS Dean has overseen the redevelopment of a large portion of New Brighton - such as the Northwest Quadrant, The Exchange <br />and Midtown Village - and has seen numerous businesses such as APi, TUV, CSI, and Northeast Bank, make New <br />Brighton their home. Dean has diligently and passionately worked to provide safe and reliable water for New Brighton <br />residents as well as for residents of our neighboring communities by working with the United States Army — after winning <br />two landmark court cases - to secure funding to remove contaminates left by the former Twin Cities Army Ammunition <br />Plant (TCAAP) from our aquifer. This work included an expansion of New Brighton Water Treatment Plant 1 to add a <br />new 1,4 -dioxane treatment system; and, <br />WHEREAS Through his team, Dean has managed the implementation of the shared police Records Management System (RMS) with <br />Ramsey County SO, Mounds View and Maplewood police departments, overseen the implementation of a digital evidence <br />system for Body Worn Cameras, squad cameras and facility cameras and worked with HSEM and MCPA to update the <br />Public Safety Center training room. He has helped our Public Safety Department achieve 11 place National finished for <br />National Night Out in 2009, 2013 and 2015, the International Association of Chiefs of Police Association (IACP) <br />Community Policing Award in 2011 and, the Local Government Innovation Award for Closest Unit Dispatching in 2018; <br />and, <br />WHEREAS Through his team, Dean has overseen more than $6.5 million in facility improvements during his tenure including City <br />Hall, New Brighton Lion's Park, the Eagles Nest Replacement, the New Brighton Community Center (NBCC) Locker <br />Room Renovation and Roof replacement, HVAC and other energy efficiency projects at the NBCC. He has transformed <br />the City's Parks and Recreation Department through a staff reorganization to better help provide services to the residents <br />of New Brighton resulting in over 5.6 million visitors to the NBCC; and <br />WHEREAS Dean is leaving the organizational culture that he carefully crafted in which everyone —regardless of service area or <br />position— demonstrates a personal commitment to thinking ahead, to thinking of other people's perspectives, to being <br />open to new ideas and solutions, to leading with passion, to being inclusive, to finding creative solutions to improve <br />services and, to increasing process and financial efficiencies to make life better for New Brighton residents. Dean and his <br />wife Wendy are leaving for California where Dean has accepted a position with the City of Eureka.
