<br />'I ~" <br />,~ <br /> <br />.. <br /> <br />'t...'!" <br /> <br />il <br /> <br />RESOLUTION NO. 92-019 <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGIITON <br /> <br />, RESOLUTION MAKING FINDINGS OF FACT AND APPROVING SPECIAL USE PERMIT <br />APPUCATION SP-l68. <br /> <br />; WHEREAS, an application for a special use permit has been made by United Theological Seminary; <br />:; and <br /> <br />WHEREAS, the procedural history of the application is as follows: <br /> <br />1. An application for special use permit, SP~ 168 was filed with the City of New Brighton on <br />January 31, 1992. <br />2. The Planning Commission, pursuant to published and mailed notices, held a public hearing on <br />February 18, 1992, and all persons present at the hearing were given an opportunity to be heard. <br />3. The City Council considered SP-I68 at its February 25, 1992, meeting. <br /> <br />NOW, THEREFORE, BE IT RESOLVED the City Council makes the following Findings of Fact in <br />: respect to SP~ 168: <br /> <br />1. The subject site is zoned R-l, Single Family Residential. <br />2. The Operation of a Seminary in an R-l district is a special use. <br />3. In 1986, a Master plan was adopted by City Council for the United Theological Seminary. <br />4. The United Theological Seminary proposes to construct a 2 story office building for <br />administrative and educational purposes on the Seminary site in accordance with the Master Plan <br />adopted in 1986. <br />5. The expansion of a Seminary operation requires the reissuance of a Special Use permit. <br />6. The proposed 2 story office addition would comply with the 1986 Master Plan. <br />7. The establishment, maintenance or operations of the special use will not be detrimental to or <br />endanger the public health, safety, morals, comfort or general welfare. <br />8. The special use will not be injurious to the use and enjoyment of other property in the immediate <br />vicinity for the purposes already permitted, nor substantially diminish and impair property values <br />within the neighborhood. <br />9. The establishment of the special use will not impede the normal and orderly development and <br />improvement of the surrounding property for uses permitted in the district. <br />10. Adequate utilities, access roads, drainage and/or necessary facilities have been or are being <br />provided. <br />11. The special use shall in all other respects, conform to the applicable regulations of the district in <br />which it is located. <br /> <br />BE IT FURTHER RESOLVED, the application for SP~I68 is hereby approved subject to the following <br />condition: <br /> <br />1.
