<br />" <br />,_,' 'I' <br /> <br />RESOLUTION NO. 88-91 <br /> <br />CITY OF NEW BRIGHTON <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />A RESOLUTION SUPPORTING COMMUNITY ACCESS MANAGEMENT BY A <br />NON-PROFIT CORPORATION <br /> <br />WHEREAS, the City of New Brighton (hereinafter <br />"City") recognizes the functions that community access on <br />a cable communications sytem can perform in serving the <br />communications needs of the variety of community <br />organizations, institutions, and individuals , and in <br />enriching the cable subscribers/viewers by providing <br />information about community events and resources plus an <br />awareness of the scope and dynamics of activity within <br />the ten-city area; and <br /> <br />WHEREAS, the North Suburban Cable Commission (here- <br />inafter "Commission") is authorized to act on behalf of <br />the City through a joint and cooperative agreement to <br />oversee and administer the franchise that the City has <br />granted to Cable TV North Central; and <br /> <br />WHEREAS, the conunission has completed a thorough <br />study of community access which study's main conclusions <br />include that community access would be best managed by a <br />non-profit corporation rather than by the cable <br />communications company, and that Cable TV North Central <br />has failed in its efforts to provide the proper mix of <br />resources to support and produce a successful access <br />operation. <br /> <br />, <br />; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the City <br />directs its Commission representative to support the <br />Commission's negotiations to effect the orderly transfer <br />of conununity access management functions and resources <br />from Cable TV North Central or its successor to a non- <br />profit corporation which responsibility it is to promote <br />the community access opportunities and to, manage <br />resources provided for same in the ten-city area; and <br />which will have sufficient funds to perform its duties. <br /> <br />;: <br /> <br />BE IT FURTHER RESOLVED that the City directs its <br />Commission representative to report the results of such <br />negotiations to the City for review and appropriate <br />action. <br /> <br />Ycku'f;r!;.-:J;k/c-4 <br /> <br />Robert J. ~enke, Mayor <br /> <br />; ~ <br /> <br /> <br />\::;:~- ......
