<br />.:"-.l <br /> <br />~ <br /> <br />RESOLUTION NO. 88-43 <br /> <br />.t <br /> <br />t <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION ESTABLISHING WATER AND SEWER UTILITY RATES <br /> <br />Whereas, the City has adopted a policy for the management of its <br />water and sewer services; <br /> <br />Whereas, this policy provides that there shall be a flat fee and <br />consumption charge for use of these services; <br /> <br />Whereas, the 1988 expenses have been reviewed as part of a rate <br />study; <br /> <br />Now, therefore be it resolved that: <br /> <br />1. Owing to the extraordinary expense of the contamination of the <br />water system that the Closed Bond Fund will be used to meet the <br />special costs and cash flow needs of the Utility Fund. <br />2. The consumption portion of the water utility will be 80~ per <br />1,000 gallons and the sewer consumption portion of the sewer <br />utility bill will be $1.30 per 1,000 gallons. <br />3. The consumption portion of the sewer bill will be based on <br />consumption during the winter quarter in 1988. The winter quarter <br />is defined as: <br />District I - usage from November, 1987 through January, 1988 <br />District 2 - usage from December, 1987 through February, 1988 <br />District 3 - usage from January, 1988 through March, 1988 <br />4. The flat portion of the water utility will be based on <br />$127,500 and for sewer the flat portion will be based on $150,000" <br />The flat portion shall be allocated to customers based on a decile: <br />of classes. Each class will be required to pay its proportionate, <br />share of the flat cost as that class relates to total consumption. <br />5. The rates specified in Sections 2 and 4 shall be effective for, <br />each district's first full quarter in 1988. . <br />6. The decile of classes shall be determined based on consumption <br />during the winter quarter. A single decile shall be used for the <br />flat portion of the water and sewer utilities. <br />7. A missing read charge of $15. shall be made when a customer <br />fails to submit consumption data as requested. <br />8. If a consumer's services are not metered then their flat charge <br />and sewer fee will be set at the average for similar occupant types. <br />9. If no usage data is provided then the flat charge will be pro-' <br />rated based on actual readings available. <br />10. For a new account which did not exist at the time of the <br />winter quarter, then their flat fee and sewer consumption charge <br />shall be set at the average for similar occupant types. <br />11.
