<br />I <br /> <br />I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice ther of, the Truth in Taxation Meeting of the New Brighton City Council was held Monday, December <br />6, 1999, at 7:30 p.m. i the municipal building, 803 Old Highway 8 NW. <br /> <br />Present: <br /> <br />Mayor Benke, Councilmembers Gunderman, Larson, Moore-Sykes, and Samuelson. <br /> <br />Absent: <br /> <br />None <br /> <br />Margaret Egan, Finance Director <br />Matthew Fulton, City Manager <br />Ann Hoffman, Councilmember of the Month and Councilmember Elect <br /> <br />Also Present: <br /> <br />Council Agenda <br /> <br />Motion by Gunderman, seconded by Larson, to APPROVE THE COUNCIL AGENDA. <br /> <br />5 Ayes - 0 Nayes, Moti n Carried. <br /> <br />Council Minutes <br /> <br />Motion by Samuelson, econded by Moore-Sykes, to WAIVE THE READING AND <br />APPROVE THE NO EMBER 23, 1999, COUNCIL MEETING MINUTES. <br /> <br /> <br />5 Ayes - 0 Nayes, Moti <br /> <br />Commission Minutes - one <br /> <br />S ecial Order of Busin ss - None <br /> <br />Consent Agenda - Non <br /> <br />Public Hearing - Truth in Taxation <br /> <br />City Manager Matthe Fulton explained that the Truth in Taxation Hearing provides an <br />opportunity for public omment on the proposed 2000 Budget. Notices were mailed to <br />property owners in Se ember declaring a maximum levy for 2000 of $3,298,700 which <br />reflects a 6.5% tax cha ge from 1999. Council and staff extensively reviewed the budget, <br />and were able to reduc the total levy to $3,) 73,600 resulting in a 2.5% tax change. The <br />total 2000 Budget wou d be $12,983.700, and reflects a 3.43% change from 1999. <br /> <br />Finance Director Mar ret Egan added that the 2000 Budget would continue current <br />operations, provide m 'or park infrastructure improvements, incorporate local financing for <br />crime prevention grant activities, increase building inspection hours, and expand the <br />Community of Prom is Program. The Budget contains two major expense areas- <br />Enterprise Services an the General Fund. Enterprises comprise 26% of the budget ang. <br />includes the golf cour , driving range, and water and sewer utilities.
