<br />RESOLUTION NO. <br /> <br />86-80 <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION REQUESTING THE MINNESOTA POLLUTION CONTROL AGENCY <br />(MPCA) TO ISSUE THE FOURTH AMENDED REQUEST FOR RESPONSE ACTION <br />(RFRA) REQUIRING THE ARMY, FEDERAL CARTRIDGE CORPORATION (FCC), <br />AND HONEYWELL TO CONDUCT REMEDIAL INVESTIGATIONS OF SOURCES OF <br />CONTAMINATION AND CONTAMINATED GROUNDWATER OFF SITE FROM THE TWIN <br />CITIES ARMY AMMUNITION PLANT (TCAAP). <br /> <br />Whereas, the City has legal responsibilities affecting the <br />social, health and economic well-being of its residents, and in <br />particular a legal responsibility to provide a safe and contami- <br />nant-free drinking water supply; and <br /> <br />Whereas, actions of the Army, FCC, and Honeywell at TCAAP <br />have contaminated the City's water supply; and <br /> <br />Whereas, the City has incurred and will continue to incur <br />remedial action costs estimated at over Thirteen Million Dollars <br />to provide its residents with the same quantity and quality of <br />water they had prior to the contamination of the public water <br />supply; and <br /> <br />Whereas, the City has not been reimbursed for its costs by <br />the parties responsible for the contamination; and <br /> <br />Whereas, the City supports the MPCA's determination that the <br />Army, FCC and Honeywell are responsible parties; and <br /> <br />Whereas, the City wishes to be prudent in its use of public <br />funds; and <br /> <br />Whereas, the City supports the past and present efforts of <br />the MPCA's Staff to prepare, conduct and supervise remedial <br />investigations of the sources of contamination and contaminated <br />groundwater both on and off site from the Twin Cities Ammunition <br />Plant; and <br /> <br />Whereas, on July 22nd the MPCA Board failed to issue the <br />Fourth Amended Request for Response Action; and <br />
