<br />1\ <br />,~ ! <br /> <br />" <br /> <br />" <br /> <br />. . <br /> <br />RESOLUTION NO. 86-79 <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAHSEY <br />CITY OF NEW BRIGHTON <br /> <br />I <br /> <br />UNITEDI <br />SAFETyl <br /> <br />RESOLUTION REGARDING WILLIAMS PIPELINE COMPANY AND THE <br />STATES DEPARTMENT OF TRANSPORTATION, OFFICE OF PIPELINE <br /> <br />WHEREAS, an underground pipeline owned by Williams Pipeline <br />Company is located in the City of New Brighton and the City of <br />Mounds View; and <br /> <br />ii <br /> <br />WHEREAS, this pipeline was installed in 1957 and was <br />factured by the Jones and Laughlin Steel Corporation; and <br /> <br />manu- <br /> <br />WHEREAS, on July 8, 1986, at approximately 4:21 a.m. said <br />pipeline ruptured and caused an explosion at approximately 4:44 <br />a.m. which resulted in the deaths of two residents of the City of <br />: Mounds View, serious injuries to one resident of Mounds View, and <br />':property damage to residents of Mounds View, the County of <br />Ramsey, and the City of Mounds View in an undetermined amount; <br />:, and <br /> <br />WHEREAS, it has been determined that a seven and one-halfl <br />foot crack at a longitudinal weld was the cause of the leak and! <br />explosion; and <br /> <br />WHEREAS, the National Transportation Safety Board (NTSB) has <br />reported that William's Pipeline between Roseville and Duluth was <br />pressure-tested in 1984; <br /> <br />WHEREAS, NTSB reported that during the pressure test the <br />line failed in seventeen places; <br /> <br />WHEREAS, NTSB reported that of the seventeen failures, <br />'teen failures were due to cracks at longitudinal welds; <br /> <br />six- <br />and <br /> <br />WHEREAS, The United States Department of Transportation, <br />. Office of Pipeline Safety has jurisdiction over interstate pipe- <br />! line operations and safety, and will/has issue(d) an order to <br />Williams Pipeline relative to the testing and the restarting of <br />,the pipeline located in the City of New Brighton and the City of <br />Ii Mounds View; and <br /> <br />II <br />!: WHEREAS, the City of Mounds View deems it necessary that thel <br />!:existing pipeline located in Mounds View be hydrostatically <br />i'tested, visually inspected and X-rayed to determine if there arei <br />:: any defects in said pipeline. i <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of New <br />Brighton requests that the United States Department of Transpor- <br />tation, Office of Pipeline Safety requires that, in addition to <br />the action taken of removing test sample sections of pipe, as a <br />minimum, the following be done to the pipeline located in the <br />City of New Brighton and the City of Mounds View: <br /> <br />2. <br /> <br />Examine the pipeline trench for organic or other <br />that may cause damage to said pipeline. <br /> <br />! <br />otherl <br /> <br />j <br />, <br />matterl <br /> <br /> <br />I <br />! <br />I <br />I <br />I <br />i <br /> <br />1. <br /> <br />Visually inspect the pipeline for sagging or <br />defects. <br /> <br />; I <br /> <br />i ~ <br />
