<br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice thereof, a regular meeting of the New Brighton City Council was held Tuesday, January 9, 1996, at 7:30 <br />p.m. in the municipal building, 803 Fifth Avenue NW. <br /> <br />Present: <br /> <br />Councilmembers Gunderman, Larson, Samuelson and Williams. <br /> <br />Absent: <br /> <br />Mayor Benke <br /> <br />Also Present: <br /> <br />Matthew Fulton, City Manager <br /> <br />Council A2"enda <br /> <br />Gunderman added to the Special Order of Business agenda an update on the Park, <br />Recreation, and Environmental Commission activities. <br /> <br />Motion by Samuelson, seconded by Larson, to APPROVE THE AMENDED COUNCIL <br />AGENDA. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Minutes <br /> <br />Motion by Williams, seconded by Samuelson, to WAIVE THE READING AND <br />APPROVE THE DECEMBER 19, 1995, COUNCIL MEETING MINUTES. <br /> <br />I. 4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Commission Minutes <br /> <br />I <br /> <br />Acting Mayor Gunderman, with Council consent, received the minutes of the Cable <br />Commission - November 16, 1995. The Park, Recreation, and Environmental <br />Commission minutes were deferred to a future meeting. <br /> <br />Special Order of Business <br /> <br />Dori Olson, Park, Recreation, and Environmental Commission Chair, presented an update <br />on 1995 Commission activities. Several community meetings were held to determine <br />development plans for Innsbruck Park and the community appears excited. There were no <br />environmental issues other than Commissioner Koubsky serving on the Rice Creek <br />Watershed District Water Management Committee. Upcoming issues include Innsbruck <br />Park Trail improvements, Hansen Park playground renovation, and Pike Lake sediment <br />concerns. Gunderman asked if Family Service Center utilization levels were reviewed. <br />Olson said the FSC is highly used, and many favorable comments have been received. <br />Research will be performed on membership structure and marketing promotions. Fulton <br />said the Innsbruck Park final phase would be completed this year. Williams asked if there <br />are plans to link Long Lake Park to the Ramsey County trail system. Fulton said future <br />trail opportunities may exist when the TCAAP property is developed. Gunderman asked if <br />the Innsbruck Park drainage problems were corrected. Fulton said the developer will <br />perform regrading work this winter.
