<br />I <br /> <br />I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice thereof, a Reconvened Council Meeting of the New Brighton City Council was held <br />Friday, April 30, 1993, at 7:40 a,m. in the North Conference Room of the City Hall, 803 Fifth Avenuew <br /> <br />Present: <br /> <br />Mayor Benke, Councilmembers Gunderman, Larson and Williams. <br /> <br />Absent: <br /> <br />Councilmember Rebelein <br /> <br />Also Present: <br /> <br />David Childs, City Manager <br />John Drawz, Frederickson and Byron <br />Greg Keil, Barr Engineering <br />Les Proper, City Engineer <br />Simon Root, Frederickson and Byron <br /> <br />Council Business <br /> <br />A request was received from the Irondale Marching Band Boosters for a <br />solicitors permit for their fundraiser on May 8. <br /> <br />Motion by Gunderman, to AMEND THE COUNCIL AGENDA AND APPROVE <br />THE SOLICITORS PERMIT FOR THE IRONDALE MARCHING BAND <br />BOOSTERS AND WAIVE THE FEE AND AUTHORIZE THE PERMIT. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Engineer Proper explained that Council approval is needed for the <br />following four agreements: Plume Groundwater Recovery System IPGRS) <br />Construction; PGRS Operation, Maintenance and Repair; the Fridley <br />Interconnection Design and Construction; and the Fridley Operation, <br />Maintenance and Repair. These agreements cover the construction, long <br />term operation and maintenance of the PGRS Facility which will be located <br />on the grounds of the City Maintenance Garage. <br /> <br />The agreements were scheduled to be addressed on May 11, however, <br />because Alliant Tech was ready to award the bids on the project, Council <br />reconvened in order to consider the agreements. The Fridley City Council <br />will review the documents at their May 3 meeting. <br /> <br />The overall plan will accomplish the remediation needs of the Army and <br />meet the City's water needs. The first treatment plant, the Permanent <br />Granular Activated Carbon Plant IPGAC) has been in operation for three <br />years. <br />
