I J , . i I I ........' RESOLUTION NO. 85-129 STATE OF MINNESOTA COUNTY OF RAMSEY CITY OF NEW BRIGHTON RESOLUTION GRANTING CERTAIN POWERS AND AUTHORITY TO THE COMMUNITY DEVELOPMENT DIRECTOR. WHEREAS, the City Council has created certain development districts pursuant to Minnesota Statutes, Chapter 472A in the City within which the City has acquired property for development or redevelopment (the "Development Properties"); and WHEREAS, certain of the Development Properties will require improvement or maintenance prior to development or redevelopment including razing and removing structures, sale of improvements and! fixtures for salvage, and preventing or eliminating hazardous or unsanitary conditions on the Development Properties; and WHEREAS, the City is authorized by Minnesota Statutes, Section 472A.10 to designate an office to administer development districts and to undertake activities and exercise powers granted by the City Council pursuant to Section 472A.10; and WHEREAS, the Council has determined that it is necessary, desirable and expedient to grant to the Director of Community , Development the authority hereinafter conferred. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of New Brighton: 1. That the Director of Community Development is hereby au- thorized to enter into contracts on behalf of the City: a. To raze and remove buildings and improvements on Development Properties and to restore the grade th.ereof; b. To confer or sell salvage rights to buildings, fixtures or improvements on Development Properties; c. To fill holes, cap wells, board up buildings, erect warning signs and barricades and any related activity to prevent the occurrence or continuation of a hazard- ous or unsanitary condition on the Development Prop- er ti e s; 0 r d. To maintain and prevent the deterioration or de- struction of the Development Properties or fixtures or improvements thereon. 2. No contract is authorized by this resolution in an amount which exceeds $10,000. Contracts may be made either upon quotation or in the open market in the discretion of the Director. If the contract is made upon quotation, it shall be based, so far as practicable, on at least two quotations which shall be kept on file for a period of at least one year after their receipt. 3, Contracts may be made pursuant to this resolution only for costs and expenses included in development programs approved by the City Council for which financing has been secured or approved.
