<br /> I J <br /> , <br />. i I <br />I <br /> <br />........' <br /> <br />RESOLUTION NO. 85-129 <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION GRANTING CERTAIN POWERS AND AUTHORITY TO THE COMMUNITY <br />DEVELOPMENT DIRECTOR. <br /> <br />WHEREAS, the City Council has created certain development <br />districts pursuant to Minnesota Statutes, Chapter 472A in the <br />City within which the City has acquired property for development <br />or redevelopment (the "Development Properties"); and <br /> <br />WHEREAS, certain of the Development Properties will require <br />improvement or maintenance prior to development or redevelopment <br />including razing and removing structures, sale of improvements and! <br />fixtures for salvage, and preventing or eliminating hazardous or <br />unsanitary conditions on the Development Properties; and <br /> <br />WHEREAS, the City is authorized by Minnesota Statutes, <br />Section 472A.10 to designate an office to administer development <br />districts and to undertake activities and exercise powers granted <br />by the City Council pursuant to Section 472A.10; and <br /> <br />WHEREAS, the Council has determined that it is necessary, <br />desirable and expedient to grant to the Director of Community <br />, Development the authority hereinafter conferred. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the <br />City of New Brighton: <br /> <br />1. That the Director of Community Development is hereby au- <br />thorized to enter into contracts on behalf of the City: <br /> <br />a. To raze and remove buildings and improvements on <br />Development Properties and to restore the grade <br />th.ereof; <br /> <br />b. To confer or sell salvage rights to buildings, fixtures <br />or improvements on Development Properties; <br /> <br />c. To fill holes, cap wells, board up buildings, erect <br />warning signs and barricades and any related activity <br />to prevent the occurrence or continuation of a hazard- <br />ous or unsanitary condition on the Development Prop- <br />er ti e s; 0 r <br /> <br />d. To maintain and prevent the deterioration or de- <br />struction of the Development Properties or fixtures <br />or improvements thereon. <br /> <br />2. No contract is authorized by this resolution in an amount <br />which exceeds $10,000. Contracts may be made either upon <br />quotation or in the open market in the discretion of the <br />Director. If the contract is made upon quotation, it shall <br />be based, so far as practicable, on at least two quotations <br />which shall be kept on file for a period of at least one <br />year after their receipt. <br /> <br />3, Contracts may be made pursuant to this resolution only for <br />costs and expenses included in development programs approved <br />by the City Council for which financing has been secured or <br />approved. <br /> <br />Adopted tITi s 12thday of November , 1985. <br /> <br /> <br />V3~ <br /> <br />Harcus, Mayor <br /> <br />I A TT EST -- <br /> <br /> <br /> <br />t A.
