<br />RESOLUTION NO.85-66 <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION ORDERING THE INSTALLATION OF "RESIDENT ONLY PARKING" SIGNS ON THE <br />PORTION OF 25TH STREET AND 14TH AVENUE N.W. BETWEEN LONG LAKE ROAD AND COUNTY <br />. ROAD "H" <br /> <br />., <br /> <br />- ~~ <br /> <br />WHEREAS, residents of 25th Street and 14th Avenue N.W. between Long Lake <br />. Road and County Road "H" have petitioned the City to correct a parking and <br />> safety problem on thei r streets; and <br /> <br />WHEREAS, the City Council of the City of New Brighton has considered the <br />request and has made the following Findings of Fact with respect to the cited <br />parking and safety problem: <br /> <br />1. Excessive on-street parking is generated by the nearby <br />ball fields and tennis courts at Irondale High School <br />as \'Iell as by daytime and evening classes. <br />2. That 25th Street and 14th Avenue are narrow local <br />streets which were not designed or constructed to <br />accommodate significant amounts of on-street parking. <br />3. That 25th Street and 14th Avenue are residentially <br />zoned areas. <br />4. That the excessive parking generated by the nearby <br />recreational and school activities has created the <br />following problems and complaints on 25th Street <br />and 14th Avenue. <br />a. Safety problems for area children due to <br />excessive parking. <br />b. Insufficient width for accessibility by <br />large emergency vehicles, such as fire <br />trucks. <br />c. Blocking of resident's driveways and mail <br />boxes creating inconvenience for residents. <br />d. Beer cans, cigarette butts and other litter <br />thrown on private property by recreation <br />field users. <br />5. That sufficient parking for recreation field users is <br />available in the high school parking lots which are within <br />short walking distances. <br />6. A restriction of parking on 25th Street and 14th Avenue would <br />not likely move the parking problem to other nearby streets as <br />the school parking lots would be closer and more convenient for <br />recreation field users than other nearby streets. <br />7. A total no-parking ban on 25th Street and 14th Avenue would pose <br />an unreasonable inconvenienc~_ fo'r___~Q.jacJ~l1t rS!~jdeDts_ \^/b_~woul_JLJ!gL <br />the streets-- for-accas i onaT an'=-street 'parki ng. ,." - <br />8. The installation of "Resident.Only Parking" signs have been used <br />successfully to resolve similar problems in other communities. <br />9.
