Winkels, Director of Community DevelopIllEHlIt:' <br /> <br />SUBJECT: BURY/MILLER DEVELOPMENT DISTRICT ADVISORY BOARD <br /> <br />Attached are all of the applications received to date for membership <br />on the Bury/Miller Development District Advisory Board. <br /> <br />The purpose of this memorandum is to suggest that when the City <br />Council appoints members to this Board, that the Council provide <br />some direction as to what the role and function shall be of this <br />Board. As a starter for consideration I would suggest that the <br />Advisory Board be: <br /> <br />1. Directed to review the existing land uses in and <br />adjacent to the Development District. <br />2. Directed to review existing or proposed public <br />improvements in the area. such as sewer, water <br />and roads. <br />3. Directed to review the City Comprehensive Plan <br />in relation to the development of District area. <br />4. Directed to review the long Lake/Rush lake Park <br />plans and i~s relationship to the development <br />district. <br />5. Directed to prepare a Development Plan for <br />consideration by the Council, that would include: <br />a. Description and maps of the district. <br />b. General objectives. <br />c. land use objectives. <br />d. Pub 1 i c fa c i 1 i tie s to b e co ;1 sid ere d . <br />e. Public acquisition and assistance to be <br />considered. <br />f. Open space. if any, to be created. <br />g. Environmental controls and considerations. <br />h. Zoning regulations. <br />i. Implementation methods. <br /> <br />As an on-going function I would suggest that the Advisory Board <br />review all development proposals, and make recommendations to the <br />Council regarding the consistency and compatibility of individual <br />proposals to the Development Plan. <br /> <br />Once the Board has been appointed a Chairman/Vice Chairman must be <br />selected (either by the Board members or by the City Council), a <br />work program should be established (i .e. who is going to do what <br />and when), and the Board must decide on the frequency and dates <br />for meetings. <br /> <br />The above is offered for discussion purposes and is not intended tb <br />be necessarily all inclusive of what direction should be provided. <br />My opinion is that the more specific direction given to a committee <br />the more effective that committee will be. <br /> <br />mh <br />
