<br />RESOLUTION GRANTING GORDON RENDERING COMPANY AN OFFENSIVE
<br />TRADES LICENSE AND AFFIXING CERTAIN CONDITIONS OF OPERATION

<br />WHEREAS, The City of New Brighton is responsible for the
<br />general safety~ health, welfare and well-being of its residents
<br />and has established codes to aid in carrying out this
<br />responsibility, and
<br />
<br />WHEREAS, City Code Chapter 24 entitled Sewer Department
<br />Regulations and Chapter 15, Article VII, entitled Offensive
<br />Trades, and Metropolitan Sewer Board Rules and Regulations
<br />for the Metropolitan Disposal System and the Minnesota Pollution
<br />Control Agency Standards all apply to the operation of Gordon
<br />Rendering Company as a rendering business, and
<br />
<br />WHEREAS, The City is aware and has been informed that
<br />certain d~ficiencies in the operation of Gordon Company's old
<br />plant have occurred in the past with respect to these codes,
<br />rules, regulations and standards and could occur with the new
<br />plant~ and
<br />
<br />WHEREAS, These deficiencies when they have occurred, have
<br />affected the safety, ~ealth, welfare and well-being of the
<br />City's residents in that they have,caused plugging of the
<br />sanitary sewer and lift stations, interference with ~anitary
<br />sewer service to others, dumping of raw sewage on the open
<br />ground and/or have'often resulted in offensive odors in the
<br />neighborhood, and I
<br />
<br />WHEREAS, On May 6, 1981 a stack emission test, incomplete
<br />conformance with American Society for Testing Materials Method
<br />0-1391-57, was performed on the emmission from the stack of the
<br />scrubber serving the Gordon Rendering Company plant facilities
<br />at 19 - 14th Street NE and such test indicated an odor level
<br />of 3 odor units per cubic foot and a total emission of T20,000
<br />odor units per minute.' These figures are l~ss than the limit
<br />of 150 odor units allowed and less than one million odor units
<br />per minute allowed by APC-9, and
<br />
<br />WHEREAS, A second emission test was performed on October 23,
<br />1981, which indicated an average odor level of 9 odor units
<br />per cubic foot and a total emission of 380,000 odor units per
<br />minute.

<br />NOW THEREFORE BE IT RESOLVED, That the Offensive Trades
<br />License of Gordon Rendering Company be granted under the
<br />following conditions:
<br />
<br />1. All doors and windows shall be kept closed during periods
<br />of operation so that all rendering plant air will be
<br />processed through a scrubb~r or burned, except during
<br />periods of loading and unloading when loading doors may
<br />be open but these periods shall be kept to a minimum.
<br />2. Gordon Rendering Company shall continue to perform all
<br />obligations required of itby its agreement wihh the
<br />City of New Brighton dated January 25, 1977 and as
<br />amended by an agreement dated December 12, 1978.
