II <br /> <br />~~ " <br /> <br />RESOLUTION NO. 2404 <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION MAKING FINDINGS OF FACT AND AWARDING WELL WATER <br />TESTING CONTRACT. <br /> <br />WHEREAS, the City of New Brighton finds it necessary to <br />determine the presence of certain carcinogens including, but not <br />limited to, PAH (polyaromatic hydrocarbons), PCP (polychlorinated <br />phenol), and CCA (chromated copper arsenate); and <br /> <br />WHEREAS, the State of Minnesota is unable to conduct such <br />testing and Serco Laboratories, 1931 West County Road C-2, <br />Roseville, Minnesota, is on retainer by the telephone companies <br />and will not test on behalf of the city because of potential <br />conflicts of interest leaving then only Environmental Research <br />Group, Inc., 4663 Chatsworth, Roseville, Minnesota, and Economic <br />Laboratories, 840 Sibley Memorial Highway, Eagan, Minnesota as <br />the qualified laboratories to conduct such tests; and <br /> <br />WHEREAS, the interpretive compilation of their quotes would <br />indicate that Environmental Research Group, Inc. would cost <br />$37.00 more, however, Environmental Research Group, Inc. is <br />approximately five (5) minutes in travel time from the affected <br />wells and Eagan is approximately one-half hour traveling time; an <br /> <br />WHEREAS, the testing requires that the city collect the <br />sterile bottles from the laboratory, collect the specimens and <br />then return them to the testing facility, it is apparent that <br />the lowest cost and most efficient use would be that of Environ- <br />mental Research Group, Inc.; and <br /> <br />WHEREAS, Councilmernber Roger Blomquist is the Manager of the <br />local office of Environmental Research Group, Inc., the Council <br />of the city of New Brighton does hereby make the following <br />findings: <br /> <br />1) That all the facts as set out above are found to be <br />true and accurate. <br />2) That Environmental Research Group's contract price is <br />as low or lower than the price at which the commodity <br />or services could be retained within a reasonable <br />distance of the community. <br /> <br />THEREFORE BE IT RESOLVED, the Council of the City of New <br />Brighton does unanimously award the contract for the above-stated <br />services to Environmental Research Group, Inc., 4663 Chatsworth, <br />Roseville, Minnesota. <br /> <br />Adopted this <br /> <br />9th <br /> <br />day of December <br /> <br />, 1980. <br /> <br />------'_.~ <br /> <br /> <br />~ <br /> <br />Mayor <br /> <br />-' <br />ATTEST :-- ::, <br />J ____ <br /> <br /> <br /> <br />, ve~~~:'~erk <br />'1 (SEAL) <br />:l <br />,I <br />" <br />U <br /> <br />City Manager <br />
