<br />-~ <br /> <br />-,~ <br /> <br />" <br /> <br />0.: <br /> <br />,,' <br /> <br />.' .. <br /> <br />.. <br /> <br />,. - <br /> <br />~- <br /> <br />CITY OF NEW BRIGHTON <br /> <br />ORDINANCE NO. --5..Q...1... <br /> <br />AN ORDINANCE RELATING TO THE LICENSURE OF <br />MASSAGE PARLORS AND SERVICES; AMENDING NEW <br />BRIGHTON CITY CODE SECTIONS 15-197, 15-199 AND 15- <br />204 <br /> <br />THE CITY COUNCIL OF THE CITY OF NEW BRIGHTON ORDAINS AS <br /> <br />---...., <br /> <br />.., <br /> <br />f <br /> <br />FOLLOWS: <br /> <br />Section 1. New Brighton Code Section 15-197, paragraph (d) is amended as <br /> <br />follows: <br /> <br />(d) Rooms in the licensed premises, including but not limited to the sauna <br />room, massage rooms, restrooms, janitor's closet, hallways and reception <br />area, shall be illuminated with not less than thirty ten (3G10) footcandles of <br />illumination. <br /> <br />Section 2. New Brighton Code Section 15-204 is deleted. <br /> <br />Section 3. New Brighton Code Section 15-199, paragraph (c) is amended as <br /> <br />follows: <br /> <br />(c) No escort service, massage parlor, rap parlor, or sauna parlor shall be <br />operated within six hundred (600) feet of any residentially zoned district, a <br />church, a nursery, elementary, junior high or high school, or any estab- <br />lishment frequented by juveniles. <br /> <br />The provisions of this paragraph (c) shall not apply to a massage parlor <br />which is accessory to a primary use of the licensed premises as a barber <br />shop, or hair or beauty salon, provided all of the following conditions <br />are met: <br /> <br />ill the primary use has at least the equivalent of two <br />full-time employees engaged in the primary business use. <br /> <br />ill no more than fifteen (15) percent of the premises is <br />devoted to the massage use. <br /> <br />ill the primary use has a capital investment in <br />furniture, fixtures and equipment of at least thirty <br />thousand dollars ($30,000). <br /> <br />ill the primary use has been in business in the City for <br />at least three (3) years. <br /> <br />CLL52258 <br />NlU36-98 <br />
