Statement of Au thori ty. The Ci ty',o'f Ne~ Brighto~is n <br />the process of considering a proposed comprehensive Plan <br />received on April 26, 1977. The above proposed plan designates <br />certain land uses in conflict with the official zoning map. <br />I M.S.A. 462.351 provides municipalities with necessary powers to <br />\ conduct and implement municipal planning. M.S.A. 462.356, Subd.4 <br />i,1 permits the adoption of an interim ordinance regulating restricti g <br />or prohibiting any use or development within the City or portions <br />II thereof for a period n9ttoexceed one year, and permits <br />II extension of such ordinance, fOr up to one additional year. <br /> <br />jl <br />I; <br />H <br />I <br /> <br />I <br />I <br />l <br />I <br /> <br />Section 2. Statement of Purpose. It is the intent and <br />purpose of the CityCouncil to esi;.ab1ish interim regulations to <br />restrict or prohibit development which is inconsistenfwith the <br />proposed Comprehensive Plan Land Use Map in order to preserve the <br />integrity and effectivenesSQf the comprehensive planning process <br /> <br />" <br />Section 3. Regulations and Prohibitions. From and after <br />the effective date of this ordinance no permits shall be issued 0 <br />construction occur on any property designated on the attached <br />map area of land use conflict, which is marked Exhibit "A" and <br />made a part hereof, unless a permit has been issued or has been <br />a~thorized by the Council prior to the effective date of this <br />ordinance, no application shall be accepted by the Administration <br />II nor considered by the Council for any of the following: <br /> <br /> <br />I <br />J <br /> <br />, <br /> <br />1. <br />2. <br />3. <br />4. <br />5. <br />6. <br />7. <br />8. <br />9. <br />10. <br /> <br />Grading <br />Filling <br />Excavating <br />Plats <br />Minor Subdivisions <br />PROs <br />Rezonings <br />VarianceS <br />Special Use Permits <br />Non-Conforming Use Permits <br /> <br />"--..:.,' , <br /> <br />I When the subject property lies within an area designated as an <br />area of land use conflict in accordance with Exhibit "A". <br /> <br />I! <br /> <br />Section 4. S~ecial Consideration. Not withstanding the <br />provisions of Sect10n 3 the Council may permit applications to be <br />processed in accordance with current city development ordinances <br />when the Council determines that the application is consistent <br />with the long range land use planning of the city. <br />I <br />I <br />II <br /> <br />I'! <br />
