<br />(b) The Village Council shall hold at least one (1) pub.
<br />lic hearing on any petition for rezoning after notice
<br />of the time and place of such hearing has been pub.
<br />lished in the official newspaper at least ten (10) days
<br />before the hearing and the Council shall also cause a
<br />notice to be mailed to each of the OWners oiproperty
<br />within 200 feet of the property for which rezoning is
<br />peitioried, such notices to be mailed to the last known
<br />address of the owners at least ten (10) days before
<br />the hearing,
<br />(c) After the hearing on It petition. the Village Council
<br />may by ordinance grant or deny said petition by It
<br />2/3 vote of all of its members.
<br />BY INITIATIVE OF THE COUNCIL
<br />(a) The Village Council may, by ordinance, on its own
<br />initiative, change boundaries of a district or a use,
<br />height or area regulation of any district after a pub-
<br />Ic hearing and upon a 4/5 vote of all of its members.
<br />Notice of such hearing shall be given in the same
<br />manner as specified in paragraph 15-080 (b) hereof.
<br />FAILURE TO RECEIVE NOTICE
<br />(a) Failure of the property OWners to receive the notice
<br />shall not invalidate the proceedings. .
<br />(b) At the time of the hearing, the Village Council may
<br />take final action upon the application or it may con-
<br />tinue the hearing from time to time for further in-
<br />vestigation and hearing. The Council may also request
<br />further information and report from the Planning
<br />Commission,
<br />PLANNING COMMISSION TO ACT
<br />(a) The Village Council shall not rezone any land or area
<br />in any zoning distlict without having first referred
<br />it to the Planning Commission for recommendation,
<br />Any other proposed amendment to this ordinance may
<br />be referred to the Planning Commission,
