MAY 3, 1989 PARK BOARD MINUTES <br />4 <br />Anderson said Plymouth had 2 consecutive bond issues on th <br />community center and they were both turned down. They too} <br />$13 million out of "petty cash" and did it .without the bond <br />issue. <br />Anderson introduced Brenda Taylor, Stockyard Days Coordinator <br />for the Park and Rec. Dept. <br />Brenda told the Park Board she was working on youth games, <br />talent show and youth parade. She would be giving ribbons to <br />those in the talent show and is looking for judges. She <br />asked the Park Board for volunteers. <br />V. New Business <br />A. 1990-1994 C.I.P. and Five Year Financial Plan <br />Anderson said he did. not have a-lot of changes to recommend. <br />He was 'approached by Arnold Palmer to see if the city wanted <br />to purchase his 3 1/2 acre parcel of property. The property <br />is located at the southwest corner of Pike Lake. The soil is <br />decent but not great. It would need a lift station for <br />sewage which would cost about $50,000. He is asking <br />$135,000. We have money in the 1993 CIP. <br />Van Hatten asked if this is the area where the herons are . <br />nesting. <br />Anderson responded yes. If we develop the area to any extent <br />the herons would probably move out but if we don't purchase <br />it, it will some day be developed privately .and then the <br />herons will be gone. <br />Olson asked where the money would come from. Anderson said <br />he may. sell it on a contract for deed or we could <br />reprioritize some of the CIP projects. <br />Johnson suggested the city start to pay him now by taking out <br />and insurance policy on him and the policy would go toward <br />his inheritance. <br />Olson said she would like to see us purchase the land and <br />keep the herons there. <br />Van Hatten asked.. how many lots this would be. <br />Anderson said 5. <br />Gunderman asked if the city could purchase it and sell it for <br />a profit . <br />Anderson said yes.. <br />
