The Task Force agreed that it is possible, and important, to <br />achieve both. <br />Work will now begin to refine the costs for the community <br />center project and break down overhead, capital, operating <br />costs and possible revenues. Questions of how the facility <br />would be financed were raised. Could bonds be issued without <br />a vote? It was pointed out that a number of sources of <br />financing were possible and would be reviewed in detail should <br />the need for a community center be endorsed by the Task Force <br />and City Council. It was also pointed out that the capital <br />costs- would probably be financed over a number of years making <br />annual costs to the taxpayers much smaller. <br />The process for approval was then discussed. Did the City <br />Council have to hold a public hearing on the Task Force <br />report? Would a public hearing be held before approving a <br />site and irrevocable resolution of participation with the Army <br />National Guard? It was pointed out that the process was <br />moving from the general to the specific. A positive <br />expression of needs would not necessarily mean that a center <br />would be built. It is possible that financing considerations <br />or site availability would not prove suitable to support a <br />center. <br />Although there.. does not appear to be any state law <br />requirements for a public hearing on a community center plan, <br />the process is intended to inform and involve the community. <br />That is why a periodic newsletter has been developed and <br />distributed and weekly news articles prepared to inform and <br />involve the community. Scheduling concerns were also <br />discussed. The Guard would like a response as soon as <br />possible to continue their .planning efforts. The Guard <br />schedule is the. only compelling deadline. <br />The Task Force concurred in the general need for facilities <br />for community use, social use and recreation subject to <br />community input and an understanding of next steps. <br />7. NEXT MEETING <br />A community forum will be held June 29th at Edgewood Community <br />Center. Discussion of the purpose of the meeting explored <br />informational and input aspects. Both purposes will .be <br />served. .Any persons interested in providing input to the ~'fask <br />Force is welcome to do so. Input will be through individual <br />comment with an opportunity to fill out. an opinion form.
