6. PRELIMINARY NEEDS <br />Some of .the preliminary community center needs involve <br />identifying what activities people will actually show up for. <br />The surveys of organization needs will be extended with <br />individual demands. Facility needs result from the absence <br />of facilities and the inability of existing facilities to meet <br />demands. Future demands also need to be considered. <br />Currently, a social hall, senior/youth center, exhibition <br />hall, banquet room and museum do not exist in New Brighton. <br />Other facilities, although available in the area are limited <br />in their availability or capacity. Most .available or <br />competing facilities are outside of New Brighton.. As a <br />result, demand exists for a performance hall, gymnasium, <br />fitness facilities, swimming pool (possibly for leisure, <br />active and social swimming), ice arena and locker rooms. <br />Preliminary construction costs were presented for the major <br />elements for contrasting. size facilities. The armory's <br />ability to meet part of the facilities program was also <br />examined. <br />Task Force members emphasized the importance of dedicated <br />senior facilities and a positive-youth recreation environment.- <br />Other refinements emphasized included adequate- locker. room <br />facilities, food/deli, kitchen, performance facilities, game <br />room, hospitality facilities, and child and adult care. <br />A number. of policy questions were -raised. A key issue is <br />whether the individual spaces will be dedicated or multi- <br />purpose. One of the limitations of Edgewood is that when the <br />primary user of the space is not using it, the space cannot <br />be made available for other purposes. Generally, a multi- <br />purpose approach was endorsed. <br />Several questions were directed to how the different <br />activities will affect revenues. Operating cost <br />considerations were also discussed. The question of site <br />availability was raised. Some preliminary site evaluation <br />work has been .undertaken to determine land- costs and <br />suitability. No specific sites will be discussed during this <br />phase of the investigation. However, a number of sites are <br />possible to accommodate the program. Some policy questions <br />relating to site may be appropriate for the Task Force to <br />consider. <br />The nature and character of a community center was also <br />discussed. Should this community center reinforce the "living <br />room" aspect of the community and become more of a social <br />gathering place rather than a. sports and recreation facility? <br />NEW BRIGHTON COMMUNITY CENTER <br />Task .Force Minutes - June 8, 1989 - 4 <br />
