April 5, 1989 Park Board Minutes Page 2 <br />Anderson said he will walk through the plan and take Park <br />Board comments first and then open it up to the residents <br />for discussion. <br />Anderson said at Long Lake Road there is a difficult area to <br />get through because of space between the noise wall and the <br />church. The City staff has agreed to recommend the <br />reconstruction of the church's driveway and put in permanent <br />curb and gutter. The trail will stay close to the wall all <br />the way down to help save construction costs. The trail may <br />come down to stable soil in one area. We are looking at <br />putting low growing shrubbery between the noise wall and the <br />pathway. There will also be plantings on the lake side. <br />The cost of this project was originally anticipated about <br />$15,000. Cost has gone up because of the delay and also <br />because. of the fill that needs to be brought in and the <br />easement cost. We are looking at about $35,000. <br />Johnson asked how many feet were between the wall and the <br />path. <br />Anderson said about 4 to 6 feet. <br />Anderson said we have an agreement with the Highway <br />Department to paint the backside of the noise wall. <br />A resident asked how wide the path was. Anderson said 8 <br />feet, because it is both a walking and biking path - the <br />standard width. Only emergency vehicles are allowed on the <br />path. <br />Rose asked if the path goes to 17th Street. <br />Anderson said it goes to Pike Lake Drive and blends into the <br />street. <br />Carlson asked what the surface of the path is. <br />Anderson said it will be asphalt - it would erode otherwise. <br />We are spending more money on sod because of the erosion <br />problem. <br />The discussion was opened up to the residents. <br />Wes Ingram, 1115 Pike Lake Dr., asked how close the path <br />would be to the lake. <br />Anderson said it will come out right to the shore. There <br />may have to be a retaining wall. <br />Ingram also asked where the fill would come from. <br />Anderson said if we can use it from the lake we will but the <br />soil will have to be tested. <br />
