MAY 3, 1989 PARK BOARD MINUTES
4
Anderson said Plymouth had 2 consecutive bond issues on the
community center and they were both turned down. They took
$13 million out of "petty cash" and did it without the bond
issue.
Anderson introduced Brenda Taylor, Stockyard Days Coordinator
for the Park and Rec. Dept.
Brenda told the Park Board she was .working on youth games,
talent show and youth parade. She would be giving ribbons to
those in the talent show and is looking for judges. She
asked the Park Board for volunteers.
V. New Business
A. 1990-1994 C.I.P. and Five Year Financial Plan
Anderson said he did not have a lot of changes to recommend.
He was approached by Arnold Palmer to see if the city wanted
to purchase his 3 1/2 acre parcel of property. The property
is located at the southwest corner of Pike Lake. The soil is
decent but not great. It would need a lift station for
sewage which would cost about $50,000. He is asking
$135,000. We have money in the 1993 CTP.
Van Hatten asked if this is the area where the herons are
nesting.
Anderson responded yes. If we develop the area to any extent
the herons would probably move out but if we don't purchase.
it, it will some day be developed privately and then the
herons will be gone.
Olson asked where the money would come from. Anderson said
he may sell it on a contract for deed or we could
reprioritize some of the CIP projects.
Johnson suggested the city start to pay him now by taking out
and insurance policy on him and the policy would go toward
his inheritance.
Olson said she would like to see us purchase the land and
keep the herons there.
Van Hatten asked how many lots this would be.
Anderson said 5.
Gunderman asked if the city could purchase it and sell it for
a profit.
Anderson said yes.
