MAY 3, 1989 PARK BOARD MINUTES <br />5 <br />Anderson said if the city purchased it, he would like an <br />agreement that we not develop it extensively. Maybe some <br />blinds could be put in for watching the herons. A few picnic <br />tables could be put in. Do we want to see. the city spend <br />this kind of money on this project? <br />Van Hatten asked if we would be creating a hide out - a <br />dumping area? <br />Anderson said no. We would have the trail and could police <br />it. We may have a few problems but not any more than now. <br />Van Hatten asked if there is something other we could give <br />him. <br />Anderson said he liked Johnson's idea. <br />Eichers asked how much real estate taxes he would be paying. <br />Anderson said they would be modest. <br />Gunderman said the area is probably zoned agricultural so the <br />taxes would be low. <br />Anderson said it the Park Board is interested we can put it <br />in the-CIP at $135,000. <br />Johnson said. he could still own the property and. get his <br />money now. There are a number of ways to finance it. <br />MOTION BY OLSON, SECONDED BY VAN HATTEN, TO LOOK INTO <br />ACQUISITION OF THE PROPERTY AND CREATIVE FINANCING OF IT. <br />MOTION CARRIED. <br />Olson asked if a separate motion was needed to include it in <br />the CIP. <br />Anderson said yes. It could be spread out. <br />Van Hatten said $25,000 could be added to each CIP year until <br />the cost is paid up. <br />Johnson said $15,000 could be a start for the first year and <br />then work up. <br />Anderson said the simplest way is to drop in an even amount <br />next year. <br />Anderson suggested taking $25,000 off 1990 for Innsbruck <br />development. <br />Johnson said 1991 trail corridor could be trimmed. <br />Anderson said the trail system is more of a sidewalk it's not <br />really a parks issue - it could be taken out completely. <br />
