The association represents close to 100
percent of the residents of Pike Lake and. the following co4tm~ents
.reflect the consensus of its members.
One recent issue that has sortie to our attention is the bike hiking
trail an the south end of Pike bake .proposed by the New Brighton Park
and Recreation Department. Association members have met .two tames
regarding this issue and had majority representation at the May 4, 1988
Park Board meeting at which time this proposed bike .trail was on the
agenda. Association members have a ntm~ber of concerns about the
proposed project and have stated these concerns at the Park Board
meeting and in the form of letters to Mr. Maurice Anderson, Director of
the Park and Recreation Department (see attached copies). .
The association has a nwmber of corrcerrts that- extend beyond the
possible impacts of the proposed bike trail, but are directly and
indirectly linked to~that proposed project. The major concern of the
association members is the deteriorating quality of the lake
environment and associated impacts on the quality of life for the
cartmtunity. The proposed bike trail will. further contribute to the
negative impacts on the _environment caused by poorly. planned
development projects such as the bike trail. We feel that we did not
get an adequate response to the questions we raised at the meeting acid
in our letter to Mr. Anderson. More specifically, two major concerns
are the negative impacts of the proposed trail on rare bird populations
.nesting primarily at the south end of the lake and the legal
liabilities of lake property owners created by the increased access to
the lake because of the trail., Pike Lake represents a unique case i.n
that .the lake bottom is platted and is awned by the residents. Mr.
Anderson suggested in the May 4, 1988 meeting that any 'entir,Panent for
