' ',' , (c~'"If any section, paragraph, sub-section, clause or provision of this ordinance shall be declared by a court of competent jurisdiction to be invalid, such decision shall not affect the validity of this ordinance as a whole or any part thereof. (d) It is the intent and it is hereby declared that if any section of this ordinance conflicts with any section of any other ordinance, that the section of either ordinance that places the greater restrictions shall prevail and be in force and effect. (e) To defray administrative co sts of processing and inspection, a fee shall be paid by the applicant or owner of a mobile home park as follows: (l) Application for special use permit (public hearing), $25.00. (2) If the special use permit is granted the owner of the mobile home park shall pay an annual permit fee of $l.OO per unit or a minimum permit fee of $100.00 per year, whichever is more, commencing the~ day of_M 1\ 1 19 ~;2. . Fees shall be payable at the time applications are filed with the Vi 11 age Clerk and are not refundable. (f) This ordinance shall apply to newly constructed Mobile Home Parks or new expansions to an existing Mobile Home Park after passage of this ordinance and shall have no application to Mobile Home Parks existing prior to this ordinance except for expansions to said Parks and with respect to Section 6.1, paragraph (e). Section 7. The Village Council shall have the right to vary or modify the strict application of any of the regUlations or provisions contained in this ordinance in cases in which there are practical difficulties or unnecessary hardships in the way of such strict application. Section 8. e-l Effective Date.
