May 4, 1988 Park Board Minutes <br />2 <br />plan for two years. We delayed the plans for the Pike <br />Lake Trail because the trail system for Long Lake Park <br />was slow to go in. Trails into the park are going in <br />this spring. We have $15,000 in the budget for this <br />project. Both the Park Board and the City Council have <br />approved this project. Resident input is usually <br />obtained and then a plan drawn up. Once plan is approved <br />by Park Board and Council the bids are let for the <br />project. We did publicize this project in the spring <br />City Hall Newsletter. There have been numerous meetings <br />on this project. Before the plans are made we .want to <br />hear from residents and get their input. Fall <br />construction is planned. No urgency to make a decision <br />tonight. <br />The project is a 10 ft. wide bituminous trail, which is <br />standard, going from Pike Lake Drive. to Pike Lake. Circle <br />north of United Church of Christ on Long Lake Road. The <br />city has a street easement on the westerly 250 of the <br />trail. The city also has some property on the west side <br />of the lake. The state owns from the noise wall south <br />going into the lake. We would need an easement from the <br />state; don't foresee it as a problem. We are in <br />negotiations with the church to gain an easement from the <br />noise wall area to Pike Lake Circle. The church at some <br />point may develop on the west side of their property. We <br />would-build the trail so that it would not conflict with <br />that. <br />Dietmar Rose, 1539 12th Terrace. Stated he has recently <br />become aware of the trail. The project has been proposed <br />for 2 years. There is a lack of informing the residents <br />of this project. Residents had a meeting and have sent <br />Maurice Anderson a letter with the questions that were <br />raised at this meeting. Some of the questions were who <br />benefits from and who wants this trail? What are the <br />costs? A Pike Lake Association has been formed to keep <br />the lake residents informed. What are the legal <br />implications for the residents? Residents have certain <br />liabilities and would like to have these questions <br />answered. What are the alternatives? Have heard that <br />lake access may be created. Lake is small and any kind <br />of development would be severe. Noise is a big concern. <br />Would like to have a response to these questions. <br />Olson said the Park Board has talked .about this item many <br />times. Wanted a walking access to Long Lake Park giving <br />people on the west side access to the park. <br />A resident asked if there will be a stop light to make <br />crossing Long Lake Road safe? <br />
