This memo represents <br />a sunnnary of the disc,-ussion of that evening. <br />First, there are a ntnnber of coatarr~nly shared concerns that extend <br />beyond the possible impacts of the proposed bike trail, but are <br />directly and indirectly linked to that p..ed Project. The major <br />concerns voirred by a large ntm~ber of the participants atxl shared by <br />everyone are.the sedimentation of the lake arr~ associated impacts on <br />water quality and recreational uses, and the proposed bike trail and <br />its potential impacts on the lake atxi its residents. <br />As to the .proposed bike trail, the residents present at the <br />meeting raised a number of questions, the answers to which would help <br />us evaluate the merit of this and alternative proposals: <br />Who asked for and wants this trail? <br />Is this trail part of a grand plan? If so, what is this plan? <br />What are the legal rights of the city of New Brighton to develop <br />this trail? <br />What are our rights to maintain the privacy of our lake? <br />Haw will the bike trail impact our quality of lives - noise , <br />lights, pollution and others? <br />What are the impacts on bird populations such as the rare blac3c- <br />crowr-ed night heron which nests on the south side of our <br />lake? <br />Are the expec-ted benefits worth sperxiiryg our tax dollars? <br />Who would reap these benefits? <br />If the trail were developed, would the city need to control and <br />monitor use of the lake by non-residents and would it be <br />willing to monitor lake use? <br />What are the legal liabilities of residents for injuries incurred <br />by non-residents who would have to cross private properties <br />to use the water? <br />What are the projected costs of the proposed project and who <br />really pays for the develo~nent - do Pike Lake residents pay <br />~ ~ a larger portion of the cost? <br />
