Anders~,,,v~irector of Parks and Recreat-ion
z
~ Re: Harstad Development. Proposal
c~
m
~ I have reviewed the attached memo from Phyllis Hanson and have
z also revisited the site.
~ A close examination of the south side of the site reveals
o extensive damage to the area, both to the terrain, from erosion
~ and also to the burr oaks on the hillside. The erosion on the
~_ slopes is going to be difficult to correct and the damage to the
~ trees is irreversible.
w I am also concerned about the proximity of this area to the
~ freeway. I believe that the residential area needs a buffer from
v~ the ,freeway, however a narrow strip of land as is being
recommended by the developer has very limited possibilities for
~' park usage.
z ~ I believe that we need to consider developing park facilities
"' closer to the center of the development. If this park is
intended to serve as a neighborhood tot lot/picnic area, it can
Q serve that function better from a central location. The city may
w wish to develop land it presently owns in addition to adding on
o some dedicated park land.
z
~ The Park Board is not expected to make a final decision at the
Q April meeting but should give the developer a clear indication of
w what its wishes are.
U
w
Z
Q
Y
Q
a •
