Anders~~~.rector of Parks and Recreation <br />Re: Harstad Development Proposal <br />I have reviewed the attached memo from Phyllis Hanson and .have <br />also revisited the site. <br />A close examination of the south side of the site reveals <br />extensive damage to the area, both to the terrain, from erosion <br />and also to the burr oaks on the hillside. The erosion on the <br />slopes is going to be difficult to correct and the damage to the <br />trees is irreversible. <br />I am also concerned about the proximity of this area to the <br />freeway. I believe that the residential area needs a buffer from <br />the freeway, however a narrow strip of land as is being <br />recommended by the developer has very limited possibilities for <br />park usage. <br />I believe that we need to consider developing park facilities <br />closer to the center of the development. If this park is <br />intended to serve as a neighborhood tot lot/picnic area, it can <br />serve that function better from a central location. The city may <br />wish to develop land it presently owns in addition to adding on <br />some dedicated park land. <br />The Park Board is not expected to make a final decision at the <br />April meeting but should give the developer a clear indication of <br />what its wishes are. <br />
