Page 5 — March 27, 2007 New Brighton Council Minutes <br />2. Consider Establishing New Utility Rates and charges for 2007. <br />Report No. 07 -060. Resolution No. 07 -020. <br />Lce Director -Dan Maiers explained that the annual analysis of the cities utilities <br />have been completed. The following recommendations were made: <br />water rates to increase from $1.28 to $1.32 <br />sewer rates to increase from $2.60 to $2.72 <br />storm water no change <br />Street lighting to increase from $5.28 to $5.81 <br />An additionally change would be if there is no winter water consumption, the sewer <br />charge would be minimum. The minimum charge for water and sewer would be <br />changed to result in each minimum being 8,000 gallons. <br />Councilmember Doffing stated that she has philosophical differences, and would like <br />to discuss the utility rates at greater length in the future. <br />Motion, by Councilmember Hoffman, seconded by Councilmember Burg to <br />To waive the reading and adopt the resolution establishing the 2007 utility rates and <br />charges. <br />Ayes - 0 Nays, Motion Carried <br />3. Consideration of 121h Ave. /Disc Golf Course operation for the 2007 <br />season. Report No. 07 -061. <br />Director of Parks and Recreation. Sandy Breuer stated that a compromise was the <br />goal of the Parks, Recreation and Environmental Commission and the Public Safety <br />Commission. It was recommended to remove holes numbered 11, 12 and 13, with <br />the result being a 12 hole coarse instead of a 15 hole coarse. This should discourage <br />parking from 12th Avenue. Additionally the sign erected in the cul -de -sac would be <br />changed to send a stronger message. Mayor Larson visited the course, and parking <br />did not appear to be a problem. Councilmember Doffing also visited Hansen Park, <br />there were a couple displays of inappropriate behavior. Ms Doffing requested a port- <br />a- potty be added as soon as possible, and that Parks Recreation and Environmental <br />commissioners make a point to visit the course regularly. Also it was recommended <br />that the Council re-evaluate this item in May. Councilmember Bauman also <br />requested the golfers abide by the rules. Parks, Recreation and Environmental <br />commission chairperson Jeanne Frischman along with Public Safety Commissioner <br />Bill Kerns expressed appreciation for the efforts of all parties involved. <br />Director of Public Safety, Bob Jacobson reported some residents expressed concern <br />about parking on both 14th and 3rd Streets. <br />David Begetti a resident disc golfer wanted to express his thanks for the decisions <br />reached. Brian Walni -the disc golf course pro at Hansen Park addressed the <br />council, he reported that positive change is occurring. <br />2.
