Page 6 — March 27, 2007 New Brighton Council Minutes Motion by Councilmember Doffing, seconded by Councilmember Bauman to reduce I ee number of disc golf holes at Hansen Park from 15 to 12. Current holes #11, 412, d 913 will be pulled from the course. Hole #8 will be relocated if necessary. so , a part -a -patty will be added as soon as possible near the waterway. The Parks, creation and Environmental Commission, and the Public Safety Commission members as well as the VIPS be encouraged to visit as well as the council members to observe behavior in Hansen Park during April and May. Third, the City Council revisit the item at the May 22nd meeting. Mayor Larson added that all baskets and slabs be removed from holes 11,12 and 13. 5 Ayes - 0 Nays, Motion Carried 4. Consideration of Moratorium related to electronic readerboards and billboards. Report No. 07 -062. Ordinance No. 745. City Planner Janice Gundlach gave a brief overview of the item. This item was tabled at a prior meeting. A map was presented with the city's eleven billboard highlighted; four of these are controlled by the city. It was reported that the League of Minnesota Cities is sponsoring an event where any . C o erested cities can obtain information related to a current traffic study. This ormation is expected to be available in April of 2007. uncilmember Bauman inquired of Clearchannel's interest in converting current boards. Ms. Gundlach stated that they intend to replace their entire stock. Director of Community Development -Grant Fernelius indicated that at a recent meeting with Clearchannel, it was clear that the company would be converting its inventory. The staffs recommendation is to adopt the moratorium to allow time to review current ordinance, there may be changes that would offer protection for the City. Councilmember Hoffman questioned the probability of extending the moratorium past one year to allow for as much time as needed. Ms. Gundlach stated she would follow up on that. Councilmember Doffing questioned the role of the Planning Commission. Ms. Gundlach replied that the Planning Commission would approve an ordinance amendment prior to council approval. Councilmember Bauman stated that because she hasn't seen evidence of a safety hazard associated with the billboards, she doesn't feel they are a hazard. Councilmember Doffing stated she sees little difference between the electronic billboard and reader boards. One reply was the size is substantially larger on a billboard. Councilmember Hoffman stated that she sees it as her duty to do what's right in the City, and the moratorium would allow ample time to make an informed decision. Ms. Gundlach indicated that the moratorium only applies to new signs, anything existing, (provided it is a legal sign) would be dfathered in. Motion by Councilmember Hoffman, seconded by Councilmember Burg to To adopt the attached ordinance establishing a one -year moratorium related to electronic readerboards. 4.
