It shall be the duty of the commdttees to act promptly and <br />faithfully in all matters referred to them and to make their reports as <br />directed by the Council. <br />Rule 20. Every ordinance and resolut.ion shall be presented to the members <br />of the Council. They shall be read at the Council meeting and action taken <br />thereon. <br />Rule 21. After an Ordinance or Resolution shall have passed, a complete <br />and accurate copy as amended, if need be, shall be made by the Clerk and shall <br />be signed by the Mayor or in his absence or abstention by the acting Mayor and <br />deposited with the Clerk, who shall attest, seal, number and file and record <br />the same perm~ently in the Ordinance or Resolution book. Entry of the <br />complete Ordi~i:lnce or Resolution as amended directly into the Ordinance or <br />Resolution book and Original signatures and seal thereon shall be compliance <br />with this section. The affidavit of publication, when required, shall be <br />permanently inserted in the Ordinance book after each Ordinance. <br />Rule 22. Petitions and other papers addressed to the Council shall be <br />read by the C~erk upon presentation of the same to the Council. All petitions <br />shall be in a I form as prescribed by Council regulation. <br />Rule 2j. All sessions of the Council shall be open to the public. <br />Rule 24. The Chief of POlice, Fire Chief, Liquor Store Manager and <br />Maintenance Superintendent, shall attend all regular meetings of the Council. <br />Other village employees shall attend as directed by the Council. <br />Rule 25. No person, other than Council members and Village officials <br />shall be admitted within the bar of the Council. No person other than a <br />Council member shall address the Council except with the consent of the majority <br />of the Council members present except under order of business No. l4 as <br />provided in Rule 4. <br />Rule 26. These rules, or any of them, may be suspended by consent of <br />a majority of all Councilmen, and shall not be repealed, altered, or amended, <br />unless by concurrence of a majority of the whole Council and upon notice given <br />
