<br />standing GOE ttees shall be appointed on an annual basis. Th.e Chairman of a <br /> <br /> <br />standing commdttee, when said Chairman is a Council member, shall have the <br /> <br /> <br />title of Comndssioner. Other comodttees may be appointed from time to time. <br /> <br /> <br />Each. commdttee shall prepare a work schedule and budget for the coadng year <br /> <br /> <br />and present it to the administrative conni ttee on or before August 1st of <br /> <br />each year. Each standing co~ttee may prepare its own rules of procedure. <br /> <br />The following Shall be the standing committees, with duties as prescribed: <br /> <br />1. Administrative Committee. Responsible for village hall and Clerk's <br /> <br /> <br />office staff. <br /> <br /> <br />2. Municipal Liquor Store Committee. Responsible for operation of <br /> <br /> <br />liquor store. <br /> <br />3. Fire Department Committee. Responsible for fire department operation. <br /> <br />4. ~olice Department committee. Responsible for operation of police <br /> <br /> <br />department where the police civil service commission does not have jurisdiction. <br /> <br /> <br />5. Public Works Committee. Responsible for roads, sewer, and water <br /> <br /> <br />utili ties. <br /> <br /> <br />Rule 18. The Council may create such departments and advisory boards <br /> <br />and appoint such officers, employees, and agents for the Village as may be <br /> <br />deemed necessary for the proper management and operation of Village affairs. <br /> <br /> <br />The Council may prescribe the duties and fix the compensation of all officers, <br /> <br /> <br />both appointive and elective, employees, and agents, when not otherwise <br /> <br />prescribed by law. The Council may require any officer or employee to furnish <br /> <br />a bond conditioned for the faithful exercise of his duties and the proper <br /> <br />application of, and payment upon demand of, all monies by him officially <br /> <br />received. Unless otherwise prescribed by law the amPunt of such bonds shall <br /> <br /> <br />be fixed by the Council. The bonds furnished by the Clerk, Treasurer, and <br /> <br /> <br />the Justices of the Peace shall be corporate surety bonds. The Council may <br /> <br /> <br />provide for the payment from Village funds of the premiua on the official <br /> <br />bond of the Justices of the Peace and any officer or employee of the Village. <br /> <br />The Council may, except as otherwise provided, remove any appointive officer <br /> <br /> <br />or employee when in its judgment the public welfare will be promoted by the <br /> <br /> <br />removal; but this provision does not modify the laws relating to Veteran's <br />
