<br />Rule 7. No person shall ipeak more than twice on any qu~stion nor <br />more than five ~nutes each time without the consent of the Council. <br />Rule 8. A person called to order shall immediately suspend his remarks <br />until the point of order is decided by the chair. <br />Rule 9. Every motion except to adjou~, postpone, reconsider, commit, <br />lay on the table, or for the previous question, shall be reduced to writing <br />if any two Council members require it; when made and seconded, it shall be <br />stated by the chairman or being wri tten shall be read by the Clerk, and may <br />be wi thdrawn before decision or amendment, or any di sposi Hon thereo f has <br />been made, or a vote taken. <br />Rule 10. All resolutions and ordinances shall be in writing. <br />Rule 11. When a question is under debate no motion shall be entertained, <br />unless to lay on the table, to act on the previous question, to postpone, <br />to commit, or to amend, which several motions shall have precedence in the <br />order in which they are named, and the first two shall be decided without <br />debate. <br /> <br />Rule 12. Any question shall be divided at the request of any member <br />when the same will admit thereof. <br />Rule 13. When a question is ~t by the chair, every member present <br />shall vote yea or nay by voice vote. A roll call vote may be requested by any <br />member and shall be called alphabetically. A member may abstain from voting, <br />if the majority of the Council concur with his request for abstention. The <br />roll call shall be recorded in the ndnutes of the meeting. <br />Rule 14. All questions shall be put in the order in which they are moved, <br />except in case of privileged questions. <br />Rule 15. The previous question shall be put in these wordsa "Shall the <br />main questioAs now be put?" It shall be admitted on demand of any member, <br />and until decided shall preclude all amendments and debate of the main question. <br />Rule 16. All commdttees including standing committees shall be <br />appointed by the Council. <br />Rule 17. All standing committees shall consist of one member of the <br />Council, and, if desired, one l~.or more other persons. A Council member shall <br />be the Chairman of the comndttee when the committee is appointed. The <br />
