<br />o f the Cl erk the Mayor shall appoint a secretary pro tem., Upon. the appearance <br /> <br />of a quorum the council shall proceed to the business which shall be <br /> <br />conducted in the following manner unless changed by the Council. <br /> <br />1. Call to order. <br /> <br />2. Roll call. <br /> <br />3. Approva).:of the minutes of the last meeting. <br /> <br />4. Presentation of petitions, memorials, and remonstrances. <br /> <br />5. Reports of standing co~ttees. <br /> <br />6. Reports of special commdttees. <br /> <br />7. Reports of officials. <br /> <br />8. Notices and communications. <br /> <br />9. Introduction of ordinances. <br /> <br />10. Presentation of claims. <br /> <br />11. Unfinished business. <br /> <br />l2. Special order of business, which must be submitted to the Clerk's <br />office by the Thursday immediately preceding the regular meeting. <br /> <br />13. Motions and resolutions. <br /> <br />14. Comments and suggestions from citizens present. <br /> <br />15. Adjournment. <br /> <br />The above order may be disregarded at special meetings which have <br /> <br />either an agendaspecifically prepared or which has been called for a special <br /> <br />purpose only. <br /> <br />Rule 5. The Mayor shall preserve order and decorum and shall decide <br /> <br />questions of order subject to an appeal to the council. Upon vacation of the <br /> <br />chair to the acting Mayor the Mayor may make motions, second motions, or <br /> <br />speak on any question. The Mayor shall vote on all issues. <br /> <br />Rule 6. Every person, previous to his speaking, shall address the <br /> <br />chairman and shall not proceed until he has been recognized by the chair. <br /> <br />Recognition may be obtained by a majority vote of the Council. The speaker <br /> <br />shall indulge in no personalities and shall confine his remarks to the matter <br /> <br />under debate. All persons, except council members, shall rise to obtain <br /> <br />recognition and shall remain standing while addressing the Council. <br />
