City of New Brighton Civil Service Commission <br /> Commission Meeting Minutes <br /> 4 April 2005 <br /> Attending: Commissioner Kaufhold, Commissioner Kerns, Commissioner Mann, <br /> Director Jacobson, Assistant City Manager Troha <br /> Roll Call/Call to Order: <br /> At 5:15 pm, April 4, 2005, the Police Civil Service Commission 'ng was called to <br /> order by new Chair Bill Kerns. Commissioner Kerns noted that bers of the <br /> Commission were present. <br /> Approval of Minutes: w <br /> Commissioner Mann motioned and was seconded b5f Commissioner Kaufho to accept <br /> and approve the minutes from the previous meeting of February 24, 2005. The motion <br /> was approved unanimously. <br /> N A-.... <br /> Civil Service Commission Viability: <br /> Assistant City Manager Troha repo t ommisioners her research on the <br /> requirements for a Civil Service Commis on. s. Troha reported that Civil Service <br /> Commissions are not requireby StatStatute, but elimination requires a unanimous vote <br /> of the City Council or a petition and eventual vote by citizens. An informal survey <br /> revealed that more than 50% of citbs that responded reported that they no longer had <br /> Civil Service Commissions. M4Jroha did indicate that union representatives (Police <br /> Officef and Sergeants) were opp ed to elimination of the Civil Service Commission. <br /> After much discussion, it was decided teat no recommendations would be forwarded to <br /> the City Cou>lhjl at this time, and that viability of the Commission should be an <br /> ongoing discussion for future meetings. <br /> Review of ' Servi ule <br /> Assistant City ager Troha discussed recent work in reviewing the Rules and <br /> Regulation with City Attorney with focus on the definitions of protected <br /> groups/classes as well as full discussion on the intent of Section 5 (d)regarding disparity <br /> of composition. Discussion also included an overview of the City Affirmative Action <br /> Plan. Ms. Troha indicated that the Affirmative Action plan was outdated and that it was <br /> determined to recommend to the City Council, based on our city attorney's <br /> recommendations, to remove/eliminate the Affirmative Action plan. Further, Ms. Troha <br /> recommended that rules referring to affirmative action plans be eliminated from the <br /> Police Civil Service Rules. <br />
