Approved <br /> MINUTES <br /> New Brighton Economic Development Commission <br /> Regular Meeting—January 10, 2006 <br /> 7:00 a.m. <br /> Members/Liaisons Present: Bob Benke, Dennis Flahave, Linda Harmon, Lisa Harreld, Ken <br /> Johnson, John Kaufhold, Steve Larson, Mark Nelson, and Gary Stang. <br /> Members/Liaisons Absent: Gina Bauman, Gene Delaune, and Bruce Nustad. <br /> Staff Present: Grant Fernelius, David Black, and Jennifer Lavandowska. <br /> Others Present: Theresa Greenfield(David Bernard), Jim Sculthorp, Kevin Shields (Sherman <br /> Associates), and Chris Winter(Sherman Associates). <br /> Call to Order <br /> Linda Harmon called the meeting to order at 7:00 am. <br /> Approval of Minutes <br /> The minutes of the December 13, 2005 meeting were presented for approval. All approved. <br /> New Faces <br /> Black introduced Jim Sculthorp,who will be replacing Ken Johnson for the rest of his term and <br /> announced that the new Council Liaison alternate would be Gina Bauman. The Council <br /> reappointed the three commission members whose positions had expired. <br /> Northwest Quadrant Report <br /> Council Actions <br /> Black reported that the Council approved the development agreements with Rottlund and <br /> Sherman, the design guidelines, and the tax increment financing districts covering the entire <br /> Northwest Quadrant, all on December 13tn <br /> Site Plans <br /> Black gave a brief recap of the City's efforts in redeveloping the Northwest Quadrant. He <br /> reported that construction will start in the central area around April 2006. Cleanup of the <br /> Midwest Asphalt site will start in 2007, with development to start in that area in 2008. The three <br /> properties that still need to be purchased are the post office, the railroad spur, and the propane <br /> company. The Council has directed staff to pursue these properties without the use of eminent <br /> domain. <br /> Theresa Greenfield and Chris Winter explained the type of buildings each developer will be <br /> building and their locations. The plans call for a total of 704 housing units. They will try to <br /> provide something for all homeowners,but not necessarily families with children. David <br /> Bernard will be developing two senior condos, 60 units in each building, with underground <br /> parking, hobby rooms, and different community spaces on each floor(three stories). North of <br /> the greenway will be the New Urban Townhomes (two stories with underground parking, a front <br /> entry with a stoop and a sidewalk out to the community sidewalk), and Row Craftsman and <br /> Gable townhomes. There will also be a lofts building, designed more to the first-time home <br />
