NOTES TO ECONOMIC DEVELOPMENT COMMISSION AGENDA <br /> February 14, 2006 <br /> III. Introduction <br /> Janice Gundlach started work as City Planner on January 17th. She worked in a similar capacity <br /> for the City of Orono for the past 2-1/2 years. She is a native of Columbia Heights and lives in <br /> northeast Minneapolis. Welcome, Janice! <br /> IV. Election of Officers <br /> This is the meeting where annually the Commission is asked to elect a Chair and Vice-Chair for <br /> the coming year. Chair Linda Harmon no longer wishes to serve in this capacity. The Vice- <br /> Chair position is vacant, with the resignation of Ken Johnson. <br /> V. Northwest Quadrant Report <br /> A. Site Plan Review <br /> Site plans for the west side of the Northwest Quadrant have been considered by the Planning <br /> Commission at its regular meeting on January 17th and at a special meeting on January 31st. The <br /> attached resolution was approved by the Planning Commission and will be recommended to the <br /> City Council on February 28th. At the same time, changes will be recommended to the zoning <br /> code, and the residential areas of the west side will be proposed for rezoning to R-3A. This is <br /> the current zone that most closely fits the proposed development plans. <br /> The proposal remains largely the same as presented last month. There have been ongoing <br /> discussions on the details of public and private roads, maintenance responsibilities, and trail <br /> connections. Most of these issues have been worked out in general terms, but details will need to <br /> be spelled out in a future agreement. In addition, details are still being worked out in the area of <br /> the Ferrellgas (Suburban Propane)property, involving the alignment of the road, size and <br /> location of stormwater ponds, and housing units. The developers' preliminary project schedule <br /> is attached. <br /> B. Property Acquisitions <br /> Discussions are continuing with the owner of the post office building. The City is negotiating <br /> final terms of an agreement with Ryan Companies for construction of an office-warehouse <br /> building south of Dalco, part of which would be leased to the Postal Service for its carrier annex. <br /> USPS has indicated that a meeting is scheduled for early March to advance this project for 2006 <br /> construction; the post office staff is optimistic. <br /> The abandonment of the rail spur is tied with City efforts to secure a new location for the storage <br />
