MINUTES <br /> New Brighton Economic Development Commission <br /> Regular Meeting—November 9, 2004 <br /> 7:00 a.m. <br /> Members/Liaisons Present: Bob Benke, Gene Delaune, Dennis Flahave, Linda Harmon, John <br /> Kaufhold, Gary Stang, Steve Larson, Mary Burg, and Jim Witkowski. <br /> Members/Liaisons Absent: Ken Johnson, Mark Nelson, and Maxine Pierson. <br /> Staff Present: Matt Fulton, Grant Fernelius, and Mark Andrle. <br /> Call to Order <br /> Linda Harmon called the meeting to order at 7:05 a.m. <br /> Approval of Minutes <br /> The minutes of the October 12, 2004 meeting were presented for approval. The minutes were <br /> approved unanimously. <br /> Northwest Quadrant Report <br /> Corporate User. Fulton provided an update regarding the corporate user. He reported that the <br /> City had submitted a letter of intent to the company regarding the issues surrounding the <br /> environmental insurance,but there had been no response. The City has received quotes for a$20 <br /> million policy. <br /> Harmon asked why$20 million is the proper amount for the policy. Mr. Fulton stated that it will <br /> cap the city's exposure and the corporate user is responsible for any claims exceeding the cap. <br /> Delaune asked whether the mixed-use users would also have insurance concerns about the site. <br /> Fulton indicated that the insurance issues are unique to the corporate user. <br /> Fulton added that there will be no more negotiations with the corporate user related to insurance <br /> issues. A planning firm has been retained to further develop the plans that do not include the <br /> corporate user. The City has been contacted by a computer company looking to construct a new <br /> 120,000-square-foot building. <br /> Benke asked what other issues need to be resolved before redevelopment can begin. Fulton <br /> indicated that the sanitary sewer will need to be relocated and an economic gap for <br /> environmental issues will be closed with grant money. <br /> Acquisitions. Fulton reported that we'll know by December 3rd if the post office project is on the <br /> annual project list. The post office could be relocated by mid-2005. Benke asked what would <br /> happen if the project doesn't make the list. Fernelius indicated that the post office needs a new <br /> location and it's just a matter of when it will move. <br />
