Fernelius reported that the railroad spur is going through the adverse abandonment process. The <br /> current user claims that the line is active and they are beginning to store materials on the line, <br /> which could be a code enforcement issue. <br /> Regarding Midwest Asphalt, Fulton stated that a court date is set for this winter and documents <br /> are being assembled for the legal proceedings. He added that relocation sites are still being <br /> sought. Delaune asked about the probability that the City will win the case. Fulton replied that <br /> the attorneys are confident because the site is to be used for a public purpose. <br /> Beisswenger Pond <br /> Fulton indicated that the issues related to the holding pond have been resolved and spring <br /> construction is likely. <br /> TIF District <br /> Fernelius reported that a TIF district will be proposed for the area from the bowling alley to <br /> Midwest Asphalt. Midwest Asphalt could be placed in a different type of district. <br /> Environmental Grants <br /> Mr. Fulton stated four$200,000 grants have been authorized for the NW Quad from the EPA and <br /> applications for additional funding from the state and Met Council have been submitted. <br /> Gateway Site <br /> Fernelius indicated that the City is awaiting detailed plans to develop the Hubcap Warehouse and <br /> Johnson Filtration sites, including housing and office components. <br /> Brighton Village <br /> Fernelius reported that Kraus-Anderson has prepared two concept plans for the site,but have not <br /> yet been submitted for review by City staff. <br /> Other Business <br /> Fulton invited Commission members to a City visioning process, to be held on December 9 '. <br /> The City Council and all the City commission members will be invited. <br /> Fulton noted that the terms of three EDC members will be expiring at the end of January. <br /> Fulton indicated that 42 units of multi-family housing are being proposed near Jones Lake. <br /> Adjournment <br /> The meeting was adjourned at 8:35 a.m. <br />
