change from single developer to multiple projects might allow us to avoid costly relocation of
the interceptor sewer pipe. Flahave asked about the prospects for Secure Computing or Risdall
locating here. Black replied that staff had suggested the Mengelkoch site for Secure Computing,
but was waiting to hear whether the company wanted to pursue it. There had been no recent
contact with Risdall, but we know that he remains interested in a project in New Brighton.
Fulton noted that the first project can"set the tone" for the redevelopment of the entire area.
Post office. Fulton reported that the meeting with the Postal Service had gone well. The
timetable for final decision is related to the total size of the project, and should be finalized
sometime between August and November 2005. Black added that part of the required process is
to solicit other possible sites; this will include a request for proposals in local papers. Benke
asked whether it would be possible to lease land to Bell Pole. Fulton replied that it would, noting
that Bell had indicated that they wanted to maintain the same land area after a swap.
TIF District. Black reported that a public hearing will be held that evening and the Council will
be asked to approve a new TIF district on the west side of Old Highway 8. He added that
portions of several TIF districts will be decertified at the same time. Fulton noted that the
taxable value of the Beisswenger's property will be increased to the 2004 value, nearly four
times the current base value from 1987. He noted that the Ralph Reeder Center building will
also be decertified. (Unrelated to this action, the school district is likely to sell the Ralph Reeder
building as part of its repositioning program.)
Brighton Village
Fernelius reported that a meeting had been held with him, Matt, and Dan Engelsma and Cynthia
Hable of Kraus-Anderson. The company hopes to have a commitment from a grocer by the end
of this month. Larson noted that Lunds had recently announced two small stores near downtown
Minneapolis. Delaune asked whether the bank is interested in being part of the redevelopment
project. Black replied that US Bank had not indicated any interest, but would cooperate on
moving elsewhere on the site if a grocery store would need the bank's parcel.
Strategic Planning
Fulton thanked EDC participants for their role in the strategic planning session the previous
week. Staff received a great deal of valuable suggestions, which will be used in establishing
work priorities for 2005.
Adjournment
The meeting was adjourned at 8:20 a.m.
