APPROVED MINUTES New Brighton Economic Development Commission Regular Meeting—October 11, 2005 7:00 a.m. Members/Liaisons Present: Bob Benke, Gene Delaune, Dennis Flahave, Linda Harmon, Lisa Harreld, Ken Johnson, John Kaufhold, Mark Nelson, and Jim Witkowski. Members/Liaisons Absent: Sharon Doffing, Steve Larson, and Gary Stang. Staff Present: Matt Fulton, Grant Fernelius, David Black, Steve Rymer, and Jennifer Lavandowska. Other Present: Jack Becker(Forecast Public Artworks) Call to Order Linda Harmon called the meeting to order at 7:02 am. Approval of Minutes The minutes of the September 13, 2005 meeting were presented for approval. Minutes were approved with the following amendment: Kaufhold inquired if Ferrellgas needs to be located on a spur line or if they have found a new location. Public Art Presentation Steve Rymer, Director of Parks and Recreation, reported that the City has started a comprehensive planning process for parks, recreation, and trails. One of the elements of this process is to create a framework for the inclusion of public art. Rymer introduced Jack Becker of Forecast Public Artworks who gave a slide show presentation showing public art installations around the country and the Twin Cities. Becker explained that public art can come in many forms, ranging from permanent statues, benches and painted walls to temporary and seasonal parades, firework displays and street banners. Nelson inquired if there was a staff person charged with overseeing the proposed public art. Rymer responded that because the City is still in the planning process no one person has been placed in charge of public art. Fulton indicated that the City is considering a Commercial Development Fee for all new development that would help fund the public art program. Rymer reported that he hopes to go before council in early 2006 with a proposal covering public art, parks and trails, facilities and youth engagement.
