APPROVED <br /> Northwest Quadrant Report <br /> Midwest Asphalt <br /> Black reported that the settlement with Midwest Asphalt was approved at the September 27, <br /> 2005 meeting. The first down payment will be made this week. The City is still working on the <br /> details on the outline of the parcel that will be transferred. The first phase of redevelopment will <br /> begin after the transfer of that property in April 2006; the remainder of the site will be <br /> transferred in December 2006. The City is still working out the key engineering elements and he <br /> hopes to bring more information to next month's meeting. <br /> Environmental Assessments <br /> Black indicated that as part of the $600,000 in EPA grants ($200,000 for cleanup and $400,000 <br /> for citywide assessment), the EPA expects public participation to help determine which sites <br /> should be assessed. The City will be putting recommendation sheets out at the Arden Hills <br /> Library and it will be read into public record at a Council meeting in the next couple of weeks. <br /> Black went over drafts of Grid Prioritization for Community Wide Assessment, the Prioritization <br /> for Community Wide Assessment, and the Community Wide Assessment for Petroleum and <br /> Hazardous Substances. He stated that the industrial use areas, past and present, are some of the <br /> areas that will be targeted for cleanup. <br /> Kaufhold passed around photos and an e-mail of a dumping site that contained rusted out barrels <br /> that he came across. Black noted that the City had contacted MPCA when this first came to our <br /> attention, and the City would take a closer look at this site. Kaufhold wondered why none of the <br /> Superfund sites were rated a one. Black stated that the City can not use EPA money on <br /> Superfund sites. <br /> Several commission members were concerned with the title "City Council Action"that is on the <br /> Prioritization Table for Community Wide Assessment. They felt that it could easily be <br /> misconstrued and recommended that either the name be changed, have an explanation attached, <br /> or incorporate it with the "Staff Recommended Redevelopment Potential" column. Black <br /> indicated that he would modify the grid and send it out to commission members by e-mail. <br /> Library <br /> Harreld reported that the Library Task Force has completed three community meetings. The <br /> task force has three meetings coming up in October, and on November 9 the Ramsey County <br /> Commissioner will discuss the budget. The final recommendation by the task force will be in <br /> December. Delaune asked if the task force was still using a survey that had been conducted <br /> several years ago or if they planned on re-surveying the area, and if they were using a map that <br /> the task force and had used several years ago. Harreld replied that the survey that they are using <br /> is roughly two years old and they had no plans to conduct another one; she had not seen the map <br /> that he mentioned. She also reported that the task force is now looking for specific schedules for <br /> the redevelopment of TCAAP, Apache and the Northwest Quadrant. <br />
