Approved <br /> MINUTES <br /> New Brighton Economic Development Commission <br /> Regular Meeting—February 14,2006 <br /> 7:00 a.m. <br /> Members/Liaisons Present: Gina Bauman, Bob Benke, Gene Delaune, Dennis Flahave, Linda <br /> Harmon, Lisa Harreld, John Kaufhold, Steve Larson, Mark Nelson, Jim Sculthorp, and Gary <br /> Stang. <br /> Members/Liaisons Absent: Bruce Nustad. <br /> Staff Present: Grant Fernelius, David Black, and Jennifer Lavandowska. <br /> Call to Order <br /> Linda Harmon called the meeting to order at 7:02 a.m. <br /> Approval of Minutes <br /> The minutes of the January 10, 2006 meeting were presented for approval. The minutes were <br /> approved with the following amendment: Benke asked if they have considered working with the <br /> City to offer a trial membership at the Family Service Center to the potential residents of the <br /> senior condos as a part of the sales package. <br /> Election of Officers <br /> Harmon announced that she would be stepping down as Chair from the Commission. Kaufhold <br /> was nominated for Chair by Flahave and Nelson was nominated by Harmon. Nelson was elected <br /> as the new Chair and Kaufhold was elected as the Vice-Chair. <br /> Northwest Quadrant Report <br /> Site Plan Review <br /> Black reported that the site plans for the west side of the Northwest Quadrant went before the <br /> Planning Commission on January 17th and at a special meeting on January 31 st. There was <br /> discussion regarding whether the streets within the development would be private or public. <br /> While the negotiations are ongoing, it appears that the streets will be public,but the developer <br /> will do the maintenance. Delaune inquired why the homeowners association is being asked to <br /> maintain the roads when the City would own them. Black replied that other townhomes in New <br /> Brighton currently have private roads, and this would guarantee access to the area. Harmon <br /> stated that she could see an issue being raised from the homeowners association,because they <br /> are paying property taxes and being told they have to pay an additional fee for street <br /> maintenance. Black replied that those residents may not have to maintain the trees and green <br /> areas. Flahave reported that in Elk River, residents asked the City to lower their property taxes <br /> because they were maintaining the street. Delaune suggested that the City could be hired to <br /> maintain the roads, since they have more experience than an outside contractor. Benke pointed <br /> out that while the City has more experience, they may not have the proper equipment. <br />
