Approved <br /> Stang voiced his concern that the loop on the northern end of the site could become congested <br /> with parked cars from people that are looking for an easy access to the trail. Harmon noted that <br /> the same trail access will be connected to a parking lot just east of that location, and that should <br /> help deter people from parking on the loop. Black added that the first trail access to be built will <br /> be the central connection, and the northern connection may not be done for another two years. <br /> The City is hoping that the central trail will be the main path and that the other access points will <br /> not see as much traffic. Black suggested that most of the people parking on the streets will be <br /> guests,because each unit will have its own garage and driveway. Kaufhold suggested that if the <br /> developer is looking to add more parking spaces, they could take some of the green area at the <br /> end of each block. <br /> Fernelius reported that the Council would see the site plan on February 14,but would not take <br /> any action on it. <br /> Property Acquisitions <br /> Black reported that discussions with the owner of the post office have been continuing. The <br /> owner that the City had been working with has fallen ill, so staff has restarted negotiations with <br /> the co-owner. The tax-exempt bond does have some appeal for them,but they are not in a hurry <br /> to sell. He also added that the U. S. Post Office is back on schedule to recommend a <br /> construction project for 2006. Stang inquired if the post office owns the land. Black replied that <br /> post office is leasing the land at a fixed rent for 20 years with six five-year options. <br /> Black reported that the City has hired a consultant to help the propane company find a new <br /> location. It may be a tricky business to move, since it deals with flammable materials and also <br /> must accommodate customers. <br /> Fernelius reported that the City has recently put in an offer to purchase USF Dugan. If the offer <br /> is accepted the rail spur will relocate to this site. Fernelius gave a brief background history on <br /> the purchase and relocation of the rail spur. The offer that was made was for just the portion of <br /> the USF Dugan site that would be needed for the spur; however there is a possibility of <br /> purchasing the whole site and then the City selling off the building and land that it doesn't need. <br /> Stang inquired what would happen if the company decides not to sell. Fernelius replied that it <br /> would go to the Council for possible action. Kaufhold asked if the City had looked into moving <br /> Suburban Propane to that site. Black replied that it an option,but rezoning would be required. <br /> Demolition <br /> Black reported that the demolition has started and has been going well. He added that asbestos <br /> was found in the Darling building which will cause some delay while it is removed. <br /> Beisswenger would like to open his new location on Monday, April 17, and demolition of this <br /> building will follow shortly thereafter. <br /> Office Tenant <br /> Fernelius reported that he received a call from a broker who has a client that is interested in <br /> building a new office building. The client is looking at several sites, one of which is the southern <br /> lot on the west side of the Northwest Quadrant. The client is a trade association or a non-profit <br /> organization, which is looking to consolidate several offices. Benke noted that a non-profit <br /> organization could be tax-exempt, which could affect the anticipated taxes received from the <br />
