pay for the cost of the cleanup. Black replied that since the owner hasn't owned the dump for
many years and the City is changing its use, not the owner, then he would not have to pay for the
cost of the cleanup.
Demolition
Black reported that the demolition has started and has been going well and that the golf range's
building will be burned down by the fire department for training.
Office Tenant
Black reported that the City has been approached by Medtox, a New Brighton company, which is
interested in either remodeling its current building or constructing a new office within the city.
The company has been growing rapidly, about ten percent each year, and currently does over ten
thousand blood and urine tests a day. They would need a site where they could build 100,000 to
150,000 square feet of office space. The City has proposed the northeast corner of the east side
of the Northwest Quadrant as a possible spot.
Communications
Black announced that the City will be putting together a newsletter covering the Northwest
Quadrant that will go out to residents during the month of May. Fulton added that the goal of the
newsletter will not be to promote the project, but to give a history of the development, explain
the financial aspects, and summarize the benefits to residents throughout the City. The
developers will hold a public meeting after the newsletter goes out, and they will be able to
answer any questions. Kaufhold recommended that the City explain how the properties were
purchased and should explain how eminent domain was used. Fulton replied that that subject
will not be covered in the newsletter, suggesting it is better addressed in other forums. Delaune
suggested that they include the fact that New Brighton will have a ten percent increase in
population, and that this will maintain the quality of life in the City.
Delaune inquired if the City had heard any results from the Library Board. Fulton replied that he
has a meeting coming up with Jan Parker(Wiessner) regarding the library; however the Council
has directed staff to not make the library a top priority. Fernelius added that the Council does
not see support for a regional library outside of New Brighton and they feel that it may hold up
the progress of the development. Fulton noted that having a library would have a tax impact on
the development, depending on where it was placed.
Sculthorp asked if there has been any movement on the upgrade or replacement of the bridge
over 694. Black replied that they have been very busy working on a number of topics for the
development, but he did not have an update for the Commission.
Brighton Village
Black reported that there have been no new announcements made. Kaufhold inquired when
Kraus-Anderson would be removing the rest of the debris from the site. Fernelius replied that
they will be recycling the debris and should be removed by this spring.
